KARACHI, May 27: Sindh government, through an amendment in the Provincial Motor Vehicle Ordinance-1965, has provided for imposing fines of Rs500 and Rs250 for using mobile phone while driving a motor vehicle and for not fastening seat-belt by a person sitting on the front seat of a vehicle, respectively.

The amendment has been made in exercise of the powers conferred by sub-section six of section 116-A in the 12th schedule of the ordinance. Another notification says that the provincial government, in exercise of the powers conferred by sections 7 and 96 of the ordinance, has proposed to make certain amendments in the West Pakistan Motor Vehicles Rules, 1969.

Objections and suggestions, if any, by the persons likely to be affected by the amendments, might be sent to the secretary to Sindh government, Home Department, Karachi, within seven days, an official handout said on Wednesday.

According to handout, the proposed amendments are: "In rule 8, for sub-rule (1), the following shall be substituted:- (a) In the case of an application for a licence to drive transport vehicle, other than delivery van, or to drive any vehicle as a paid employee by the Licensing Authority; (b) In the case of licence to drive any other vehicle, by an Inspector, Sub-Inspector or Sergeant of Police, authorized by the Superintendent of Police in this regard: Provided that in either case a second test may be conducted, if and when so required by any officer authorized in this behalf by the Government, in consultation with the Inspector General of Police, Sindh."

After rule 220, the following shall be added: "220-A: Restriction on use of mobile phone, while driving a motor vehicle: No person shall use mobile phone while driving a motor vehicle.

After rule-234, the following shall be added:-"234-A Belt in the front seat: in every motor vehicle, there shall be a belt in the frond seat, which shall be fastened by the person sitting on such seat, while the vehicle is in motion," the handout said. -PPI
