PESHAWAR, Jan 9: The NWFP governor's Fata secretariat would spend Rs30 million on the renovation of the Governor's House Peshawar under the annual development programme 2003-04, for the Federally Administered Tribal Areas (Fata).

A senior functionary of the secretariat, requesting anonymity, termed the allocation from the Fata development fund an absolute violation of the procedures.

"This is both illegal and illogical to divert money from the Fata uplift fund for the renovation of the Governor's House Peshawar when a separate residence for the governor is maintained at each agency headquarters from the Fata budget," the official said.

According to the budget documents, the Fata secretariat will provide Rs30 million for remodelling of the Governor's House from the research and development funds of the current Fata ADP.

An official of the Fata secretariat, when approached for comments, said the PC-1 of the proposed project had not been approved by the authorities concerned. The official, however, said the project had been put in B-category of the ADP, which could be excluded from the programme any time. He said that being custodian of the tribal region, the Fata secretariat allowed the amount for the remodelling of the Governor's House.

Sources said the provincial government would also provide the same amount for the same purpose. The Fata secretariat has allocated total Rs230.272 million, including Rs30 million for the Governor's House, for research and development in the ongoing ADP in the seven tribal agencies and six Frontier regions.

Under the plan, a special monitoring cell and crises management cell will also be established in the Fata secretariat, Peshawar. These centres will collect data about criminals and evolve a strategy to cope with the law and order situation in the region. The secretariat has also planned to set up a geographical information system in Fata at a cost of Rs7 million.

A sum of Rs40 million has been earmarked for different survey works under various sectors in tribal areas, while Rs50 million has been placed at the governor's disposal. The government has allocated Rs9.219 million in the budget for strengthening the governor's Fata secretariat, Peshawar, and Rs15.502 million for the establishment of a regional co-ordination unit for the special area development projects of Fata.
