PESHAWAR, Nov 5: The NWFP government has constituted a task force to review an offer of the World Bank for proposed Human Development Programme and prescribe an uplift plan to mitigate the impacts of ongoing insurgency in the province.

The NWFP additional chief secretary has been made convener of the task force, whereas secretaries of planning and development, finance, health, higher education, schools and literacy, social security, local government departments besides reforms coordinator, chief economist and special secretary regulation will be its members, says a notification issued last week.

The notification said that the task force would review the proposed World Bank technical and financial support under World Bank Human Development Programme and suggest plans to the NWFP government.

The World Bank had offered a multi-million loan facility to the NWFP government to improve human development indicators of the province, mainly supporting initiatives in health, education and social safety nets.

World Bank mission had deliberated the proposed lending facility with the concerned quarters in NWFP government and had advised it to devise a project to be financed by the international lending agency.

The main objective of the task force, said the notification, would be devising of a fast track development programme for human development sector to reduce the impacts of prevailing militancy and insurgency.

The body will review the proposed technical and financial support and will communicate with the World Bank and simultaneously suggest suitable course of action to the provincial government.

Likewise, it will pursue the World Bank to provide ‘Out-put-Based’ multiple financial support to the provincial government to ease the extra burden on its exchequer keeping in view the ongoing insurgency, resource constraints and track record of Provincial Reforms Programme.

The task force will assess the damage caused due to current insurgency in various parts of the province and tribal belt and recommend to the provincial government the funds to be required for their rehabilitation and reconstruction of the affected areas.
