ISLAMABAD, May 24: The government on Thursday formed a judicial commission comprising Justice Abdul Shakoor Paracha of the Lahore High Court to probe into the murder of apex court’s additional registrar Syed Hammad Raza.

A notification to this effect has been issued by the Ministry of Law and Justice.

The terms of reference of the commission will be to ascertain the causes of murder of Syed Hammad Raza and identify the person and persons responsible for the incident.

The deputy registrar (judicial) of the Rawalpindi Bench of the Lahore High Court, Rana Mohammad Sharif, will act as registrar of the commission.

The commission will start the inquiry immediately at a place to be fixed by it and submit its report, findings and recommendations within fifteen days.

The period may be extended by the federal government at the instance of the commission.

The notification said that the causes and circumstances leading to Hammad Raza’s gruesome, heinous and shocking to the public conscience murder were shrouded in mystery and that it was necessary to appoint a commission of inquiry to probe into the matter of public importance and to clear doubts.

The commission of inquiry has been formed under sections 3 (1) and 5 (1) of the Commission of Inquiry Act, 1956.
