PESHAWAR, Aug 27: The NWFP government is introducing new financial procedures for strict control over police department’s fiscal operations, according to official sources.

Under the new system, which will shortly be introduced, police will provide detailed information concerning its expenditure requirements under different heads to the finance department.

“The police department will no more get funds on the basis of single-line budgetary allocation as has been the case till now,” said an official of the provincial government, expressing the hope that the new system would bring about improvement in the department’s fiscal operations.

Police receives funds from the provincial finance department in lump sum unlike other departments or the district governments which are earmarked funds under various heads.

The officials said that under the old system the finance department could know little about police’s spending.

“The finance department is provided details concerning the expenditure only to the extent of funds the police headquarters spends on its force and activities in each of the 24 districts of the province,” said a finance manager of the province.

However, in accordance with the new system the law-enforcement agency will provide expenditure requirement details concerning all the police stations, numbering more than 250 in the province, and different wings, including special branch, transport wing, stores, etc.

Preparations for introducing the new mechanism, according to the sources, have been completed and accounting manuals underlining official requirements and procedures meant for maintaining the accounts will shortly be provided to the police department.

“The new mechanism,” said an official, “would actually help the provincial government know in detail fiscal operations of the police department.”

This will help the finance department know how much money is being spent on development activities, utility charges, fuel and other heads.

“This would put an end to financial freedom the law-enforcement agency has had as now it would need to justify higher financial requirements,” said the official.
