RAWALPINDI: District Registration Authority of schools on Friday asked private educational institutions in Rawalpindi to get themselves registered within a week, and if they failed, the unregistered premises will be sealed.

The decision was taken at a meeting of the District Registration Authority, Rawalpindi, held under the chairmanship of additional deputy commissioner (Social Services) Fazail Mudassar.

The meeting addressed various matters, including the registration of unregistered private educational institutions, compliance with legal requirements, and safety audits of educational facilities.

It was decided that the unregistered private educational institutions would be granted a one-week window to submit the necessary documentation for registration and fulfill all legal requirements.

Institutions that fail to complete the registration process within this deadline will face enforcement action, including the sealing of their premises.

During the meeting, registration applications for 35 newly established private educational institutions were presented for approval. One application was rejected due to incomplete documentation, while the registration of the remaining 34 institutions was made conditional upon the submission of IT and Science Lab certificates, which was made mandatory by the district registration committees.

The meeting also authorised the imposition of fines on educational institutions that violated government directives during the summer vacation period. Furthermore, it was decided that a third-party evaluation would be conducted to assess the structural integrity of private educational institution buildings.

For this purpose, a committee has been constituted under the supervision of the additional deputy commissioner (Social Services), comprising the CEO (Education), the executive engineer (Buildings), and the Deputy Director (Development).

The meeting was attended by District Education Authority Chief Executive Officer Yasin Khan Baloch, Member of the District Registration Authority Abrar Ahmed Khan, representing the District Monitoring wing Muhammad Imran and Waqas Akhtar, In-charge of the DRA branch, along with Sohail Ahmed from Private Schools.

District Education Authority Chief Executive Officer Yasin Khan Baloch told Dawn after the meeting that the education authority was conducting the survey of 7,000 private schools and 1,300 government-run schools in the district for the safety measures and dangerous building.

“It completed survey of 5,000 schools and 300 private schools and 143 government run schools had been asked to complete the safety measures within a week time. The survey will complete within one week and action against those institutions will be initiated who failed to complete the safety measures to avoid any untoward situation,” he said.

During the proceedings, Javed Khan, Member of the District Registration Authority, Rawalpindi, expressed concern regarding the issuance of notices—by certain officials of the Tehsil Municipal Administration—demanding the commercialisation of building premises while safety audits of private educational institutions were underway.

He urged the additional deputy commissioner (Social Services) to take immediate cognizance of the matter and direct the officials concernedto halt such actions, thereby ensuring that private educational institutions can complete their safety audits without hindrance and proceed with fulfilling the necessary legal requirements.

Abrar Ahmed Khan emphasised the necessity of ensuring the registration of all unregistered educational institutions. He further noted that achieving this requires clear guidelines, a defined timeframe, and effective coordination among the relevant departments, enabling educational institutions to complete both their registration and safety audits within the stipulated period.
