NEW DELHI: Dr Frank Graham, UN Representative for Kashmir, had this evening [Sept 4] what is believed to be his final meeting with the Bharati Prime Minister. While no official indications were available either from the UN side or from the Government of Bharat as to the outcome of Dr Graham’s nine-week mediation efforts, they were believed to have ended without success due to Bharat’s stand that Pakistan should be treated the aggressor in Kashmir and dealt with accordingly while seeking a settlement of the Kashmir dispute.

Dr Graham was expected to leave for Karachi within the next few days en route to Geneva, to present his report to the Security Council. … Dr Graham’s proposals, mainly concerned with the demilitarisation of Kashmir and the stationing of troops thereafter, were … not acceptable to Bharat.

Bharat … was contented not to be disappointed with the outcome of Dr Graham’s mission as she scarcely expected it to succeed in view of her rejection of the resolution of the Security Council under which he was appointed. Dr Graham is due to report to the Security Council … .
