ISLAMABAD: Allottees of the Capital Development Authority’s (CDA) own scheme, Park Enclave III, requested the Chairman CDA on Tuesday to take steps for the early completion of development work.

A group of allottees of Park Enclave III, through an application, sought the attention of Chairman CDA Sohail Ashraf, stating that CDA claims the development work in Park Enclave III is complete, yet on site there are large mounds of mud, making it impossible for allottees to start construction of their houses.

Allottees said that after paying full dues, they received possession letters from CDA to start building houses, but the mounds of mud make construction impossible. They also said there is no provision of electricity and water in their scheme.

CDA launched Park Enclave I in 2011 (which is almost complete). The project was later expanded, with Phase II launched in 2014 and Phase III, known as Park Enclave III, in 2020, with hundreds of new plots. Although development work for Phases II and III was carried out by CDA, allottees of these two phases are facing problems due to mounds of mud on plots and the absence of utility services. As a result, only a few houses have been constructed in these two phases.

Like the two housing schemes mentioned, another small housing scheme, namely Chatta Bakhtawar, was also launched by CDA many years ago along Park Road.

However, there are no signs of development work for this scheme. In 2023, CDA’s development working party approved a PC-I worth Rs2,120 million for the development of this scheme, but the work has not yet started.

When contacted, a senior officer to know the civic agency’s point of view about Park Enclave II and III, he said: “I have no idea of the application filed by allottees of Park Enclave III. If they have submitted it to the chairman’s office, then after a few days it will reach my table. But yes, we will play our role in facilitating allottees of Park Enclave II and III,” he said.
