He has ... disowned any intention to invade Pakistan and contended that troops had been massed … only as a defensive measure.

[Meanwhile, according to news reports from Rawalpindi,] [The city] observed a 30-minute black-out tonight [July 24] in pursuance of the decision of the District Civil Defence Committee to carry out frequent experimental black-outs in the city in order to educate the people in civil defence measures.

While complete darkness enveloped the city, the Deputy Commissioner, Mr J.D. Hardy, flew over the city in an aircraft and the Superintendent of Police, police officials and ARP wardens toured the city to see the public response to the black-out order.
