HMC introduces reforms to enhance revenue by Rs3bn

PESHAWAR: The Hayatabad Medical Complex (HMC) has introduced measures to streamline financial matters and enhance revenue by about Rs3 billion per year from the Sehat Card Plus programme, institution-based practice (IBP) and user charges.

The wide-ranging financial reforms have been introduced at the directives of the provincial government to increase revenue and upgrade services, using the same money, according to a press release issued here on Monday.

The financial reform measures approved by the board of governors will enable the hospital to benefit employees and patients. The administration expects to gain additional Rs2.5 billion in revenue per year from Sehat Card Plus and IBP initiatives.

Other measures now in place for cash collection and registration will generate an additional Rs10 million in revenue per month, with annual collection totalling Rs150 million.

Tax and NPO compliance optimisation will generate annual revenue of Rs150 million. The optimisation of the service level agreements and biomedical equipment controls is expected to reduce expenditure by Rs174 million per annum.

According to the press release, the HMC, over the last six months, has undertaken a comprehensive programme of institutional reforms, yielding tangible results in all areas of governance, financial discipline and institutional accountability.

The board of governors has approved a human resource policy manual for 2026, recruitment and promotion regulations and institutional pay scales, which are a clear departure from the civil-servant rules that were in place in the HMC.

The management committee has been re-constituted as per the MTI Act, which now meets weekly to clear the past issues and tackle the emerging challenges. The constitution of the audit, finance and grievances committees has enhanced the oversight and redressal mechanisms.

An internal audit department has been established to strengthen financial discipline and identify weaknesses for timely redressal. Several employees, including senior managers, have been terminated for financial fraud and forgery.

Security has also been stepped up throughout the campus, beggars have been taken off the hospital premises, and a new parking committee has put a stop to illegal parking and unauthorised entry.
