LAHORE: In a bid to ensure transparency in the property transfer and other issues, the government has decided to delegate certain power of sub-registrars to private housing schemes through a dedicated software platform under a regulatory framework and the proposed Real Estate Regulatory Act (RERA).

“Under the new system, all private housing schemes in Punjab will also be required to generate and issue green certificate through login to the software of the Punjab Land Record Authority (PLRA) -- Housing Societies Management System,” BoR Senior Member Nabeel Javed said while speaking at a joint consultative session. The session was organised by the Punjab Board of Revenue, PLRA and the Lahore Development Authority (LDA) on the establishment of a regulatory framework and the proposed RERA here on Wednesday.

The session brought together stakeholders from the public and private sectors, academia, urban planning experts, and representatives of the real estate sector. It was attended by PLRA Director General Captain retd Ikram-ul-Haq and LDA Director General Tahir Farooq.

Mr Javed said Chief Minister Maryam Nawaz had assigned the task of introducing reforms in the housing and real estate sector. He said that an extensive consultative process, spanning several months and involving the private sector, had been undertaken to formulate these reforms.

“Under the proposed real estate regulatory framework, a uniform system is being implemented across the province. Under the new system, certain sub-registrar powers will be delegated to private housing schemes through a dedicated software platform,” he explained, adding that all property transactions would be conducted through the PLRA software and the green certificate system. “These comprehensive digital reforms are aimed at protecting overseas Pakistanis and the general public from fraud and malpractice,” he added.

He further stated that developers would transition to the new system within one month and a facilitation cell would be established to assist housing schemes and developers.

He expressed confidence that these reforms would enhance the confidence of overseas Pakistanis and foreign investors in Punjab’s real estate sector.

On the occasion, the PLRA DG gave a detailed briefing on the key features of the Real Estate Regulatory Act. LDA DG Tahir Farooq briefed participants on reforms related to the registration of developers and housing schemes, stating that efforts were underway to ensure transparency, introduce digital reforms, and simplify approval processes. “Amendments to the rules governing private housing schemes have been incorporated into the legal framework, and the approval process is being transformed into a paperless and fully digital system,” he maintained.
