CAIRO: The Executive Committee of the Palestine Liberation Organisation (PLO) said today [June 2] it would not take part in the Geneva Peace Conference on the basis of Security Council Resolution 242, Palestine National Council sources said. The … Council, which is considered to be a “Parliament-in-exile” of all Palestinians, was earlier called upon by the Palestinian leadership to reject all attempts at finding a political solution to the Palestine problem except at Palestinian conditions.

A political report prepared by the Executive Committee of the PLO for adoption by the Council and which embodied a 10-point working paper, excluded Palestinian participation in the Geneva peace talks. The working paper further stated that the [PLO] would continue to struggle in all fields for the liberation of the land of Palestine. Priority was given to military struggle. At the same time the working paper recognised that liberation would not come about without a change in the attitude of world Powers towards the Palestinian cause. … The PLO … would continue its fight against the regime of King Hussein in Jordan.
