LAKE SUCCESS: India told the Security Council last night [April 19] she could not agree to the plan for settlement of the dispute with Pakistan over Kashmir by the dispatch of a United Nations “good offices” commission to supervise a plebiscite. Mr Gopalswamy Ayyangar, for India, told the Council he did not propose to suggest any specific amendment to the resolution but to place before them “my strong opposition to your admitting it as it stands”.

… Sir Zafrullah Khan, Leader of the Pakistan Delegation, criticised the resolution … and said it was one-sided, but that the Indian delegate did not consider it sufficiently one-sided. Sir Zafrullah then introduced his resolution and assured the Security Council that his Government would do everything in their power to discharge their obligations … . Sir Zafrullah’s resolution proposes, among other things, that Pakistan should have the right to employ its armed forces for fulfilling its obligation and that Pakistan troops shall be stationed in predominantly Muslim areas and Indian troops in predominantly non-Muslim areas in the state.
