LAKE SUCCESS: The India and Pakistan Delegations to the Security Council spent the weekend in consultation with their Gov­ernments, and there are strong indications … that a compromise solution will be found on the question of a plebiscite for Kashmir. Main points at issue are: First, the withdrawal of all foreign fighting forces from Kashmir; Second, the return of Kashmir refugees and compensation for their losses; Third, the establishment of neutral administration in Kashmir under Security Council control to hold the plebiscite.

[Meanwhile, as reported from London,] There is ample evidence that Pakistan tried to restrain the tribesmen from participating in Kashmir fighting, declares The London Times Lahore Correspondent in a double-column article today [Jan 26]. He continues: “Throughout his tour, Mr Liaquat Ali Khan was met with complaints about the lack of official assistance for the Kashmir campaign and about the attempts made by the Political Agent to prevent the departure of volunteers. …Many Political Agents … prevented calling of a Jehad in their Agencies and dispersed several lashkars.”
