The Press note adds: “Before proceeding to New Delhi the British delegation will meet the Pakistan delegation in Karachi. The agreement between the Government of Pakistan and the British Government, which will be separately concluded, will be signed at Karachi.” … It is understood that the talks in Delhi will be trilateral between the three Governments. [Meanwhile, according to Dawn’s special correspondent,] Quaid-i-Azam Mohammad Ali Jinnah was sworn in as the Chief Scout of Pakistan at a picturesque ceremony on the lawns of the Governor-General’s House on Monday [Dec 22]. With his left hand on the Scout Flag and his right hand in salute, Quaid-i-Azam took the Scout Oath: “On my honour I promise that I would do my best to do my duty to God and my country to help other people at all times and to obey the Scout Law.”
