HYDERABAD, Nov 15: A retired lecturer of the Quaid-i-Awam University of Engin-eering, Science and Technology, Nawabshah, Khizir Hayat Qazi, has accused the vice-chancellor of bias against him and alleged that his pension has been with held for personal reasons.

Speaking at a news conference at the press club here on Sunday, he said he had worked as a lecturer in the Sindh University Engineering College and the NED Engineering College. He said he had contributed in construction of industrial projects such as the PIDC, Larkana Sugar Mills, Pakistan Steel Mills and the Pak-Saudi Fertilizers Limited.

He said he joined the Mehran Engineering University in 1981 as an executive engineer-I in grade 18 with eight advance increments in recognition of his past services.

He said his services were regularized by the university

syndicate in 1982 and he received move-over in grade 19 in 1984.

He said he continued to serve in the upgraded QUEST in 1996 with continuation of service under terms and conditions of the university ordinance.

He said he retired on April 12, 2005.

Mr Qazi said throughout his career of 24 years with the QUEST, he had never received any promotion though he had filed appeals with authorities concerned, including the president, for promotion, selection grade and resolution of his grievances but to no avail.
