He opines that, despite drug abuse being a deeply rooted problem, we as a society and state remain in denial and stigmas attached to addiction prevent users from seeking help. After categorising usage by substance, male and female addicts and socio-economic sectors, he discusses drug control and questions the efforts of the authorities to contain the menace.
