PESHAWAR, Sept 19: Chief Justice Tariq Pervez Khan of the Peshawar High Court on Sunday underlined the need for dispensing “inexpensive and expeditious justice” to the people at their doorstep.

The chief justice was addressing a provincial judicial conference at Nathiagali. The participating judges deliberated on different issues, including quick disposal of cases, discouraging frivolous litigation, adopting the concept of mobile courts, effective monitoring and new district forums on the judicial system.

About 80 participants, including judges from the district judiciary, took part in the conference.

Registrar Muhammad Sher Shah welcomed the participants in his address and highlighted the purpose of the event.

Among the guest speakers were Justice Ejaz Afzal Khan, Justice Dost Muhammad Khan, Justice Salim Khan and Justice Muhammad Raza Khan, all judges of the Peshawar High Court. The speakers addressed the participants on different topics.

The district and sessions judges in Swat, Swabi and Abbottabad — Jehangir Khan, Khalid Amin and Hayat Ali Shah — made presentations on behalf of the respective groups.

Chief Justice Tariq Pervez said in his concluding remarks that the judiciary could not achieve the goal of “inexpensive and expeditious justice” without being equipped with skills and using the same effectively.

He called for adopting new concepts such as mobile courts, which would ultimately ensure justice.

The chief justice proposed that in the NWFP this system could be introduced in a district or two on experimental basis with a civil judge-cum-judicial magistrate to preside over the mobile court.

He said that timely disposal of cases required “commitment to the cause of justice, knowledge of law and optimal use of case and court management techniques”. According to him, effective monitoring was the need of the hour and it was the district and sessions judge who had played a pivotal role in monitoring judges and staff of the district judiciary. Without proper supervision and control, he said, the object of administration of justice could not be achieved.

He thanked the guests and participants for their keen and active involvement in the conference proceedings and distributed certificates and souvenirs amongst them.

At the end the registrar of the Peshawar High Court presented a souvenir to the chief justice on behalf of the district judiciary. —APP
