KARACHI, Sept 2: The Supreme Court directed the police on Friday to investigate the kidnapping of a 15-year-old girl from her house in Gulshan-i-Iqbal on July 7 and submit a report within two weeks.

The order was made on a petition based on a letter addressed to Chief Justice Iftikhar Mohammad Chaudhry by the brother of kidnapped girl Qaima. The CJ converted the letter into a petition and took suo motu notice of the incident.

The petition came up before an SC bench, comprising Justices Hamid Ali Mirza and Saiyed Saeed Ashhad.

Admonishing the police for its indifference, the bench asked Zone-II Investigations SP Niaz Khoso and SHO Irfan Zaman of Gulshan-i-Iqbal to thoroughly investigate the complaint and submit a report within two weeks. They would inform Advocate-General Anwar Mansoor Khan of the progress made by them every day.

Complainant Rasul Bux Jamali, a taxi driver, stated in his letter to the CJ that his sister, Qaima, was abducted by his neighbours, Ms Kausar, Irshad Masih alias Shada and Javaid Masih, from his house on July 7. He lodged an FIR with the Gulshan-i-Iqbal police the same evening. The police registered the FIR reluctantly. His eight-year-old son, Asif, was kidnapped the following day. The police did not register a separate FIR and only made an ‘entry’ of the incident in the ‘roznamcha’ (the daily register).

No arrest or investigation was made in connection with the kidnappings and on July 23, a rape case lodged by Ms Kausar was registered against him under the Zina Ordinance. One of the accused, Irshad, was nabbed on his pointation but was let off two days later.

The police instead harassed him and his family and apprehending his arrest in the rape case, he secured bail from a sessions’ court on Aug 13. The kidnapping accused have, meanwhile, threatened him that if he did not withdraw his complaint against them, his sister would be killed. His son has, however, been recovered from an Edhi centre.
