College lecturers

IT WAS stated that lecturer were being appointed through the Punjab Public Service Commission of the Punjab Higher Education Department in 2002, 2005, 2009 and 2012.

The service was regularised after the completion of contract service of seven, five and three years respectively. At the time of regularisation, the higher education department did not consider our years of contract service and seniority was reckoned from date of regularisation instead of the date of initial appointment.

The department granted protection of pay to 2002 and 2005 batches which was later withdrawn in 2013.

Despite the stay orders of the Lahore High Court to not deduct salaries, the account offices in different division of the province deducted the salaries. The deduction was made in the name of fixation which amounted to Rs20,000 (2002 batch) and Rs15,000 (2005 batch) per month. Later on the court’s benches in Multan, Bahawalpur and Lahore gave decisions in favour of college lectures but the government did not comply with the verdicts.

There are more than 10,000 college lecturers selected by the PPSC, a majority of whom will lose pensionary benefits in the absence of service protection. We have been requesting the department time and again to consider this issue on humanitarian grounds.

In light of the above mentioned facts it is requested that our pay and contract service may be protected.
