KARACHI: Inspector Gen­eral of Police Dr Syed Kaleem Imam on Monday called for taking immediate and concrete steps for imple­mentation of proposed police reforms, including devising a mechanism for redressing grievances of the people.

The proposed reforms also include bringing an improve­ment in investigation of cas­es by enhancing capacity of investigating officers (IOs).

The IGP’s directives came against the backdrop of the Supreme Court’s guidelines as it has taken cognizance of the police reforms in the country.

The IGP called for taking im­m­e­diate steps to imple­ment the proposed reforms.

He directed DIGs and other officials to “start a com­pl­aint redressal mecha­nism at all levels” to address grievances of the common citizens and ensure due process.

He also asked the officers to initiate “all encompassing internal-cum-external acco­u­n­t­ability” in the police to hold black sheep accountable for violation of laws, misuse of powers and corrupt practices.

Besides, the police officers were also directed to ensure “free registration of cases”.

The IG asked his subordi­nates to ensure a “quick inquiry” whenever a compl­aint was lodged even before the arrest of the suspect.

He also asked the police officers to allow bail to suspects at police station level in cases pertaining to bailable offences.

As part of overall strategy to improve the conviction rate of criminals in courts, which would likely work as a deterrence to criminals, the IGP said investigation skills of IOs should be improved through different measures such as initiating crash programmes and scrutini­sing investigation files on a priority basis.
