LARKANA: Naudero senior civil judge found during surprise visit the buildings of girls’ school, government dispensary and irrigation department office encroached upon and turned into personal residence and warehouse by land-grabbers in Izzat ji Wandh village near here on Thursday.
The judge Mohammad Ali Ruk first went to the dispensary where he found that medical officer Dr Santosh Kumar who was posted there according to muster roll had been absent since May while a dispenser, who was running the facility on his behalf, told the judge that the doctor was engaged in anti-polio duty somewhere else.
The judge was surprised to find paddy crop sown in the dispensary’s courtyard by local councilor Amanullah Narejo, said sources.
The councilor had also encroached upon official residence of the doctor and converted it into his autaq-cum-warehouse where he had parked his tractor and stored other goods.
The dispenser denied having any involvement in the occupation of the official residence when he was inquired by the judge and said they had complained about it in writing to the authorities concerned but no action had been taken so far.
The judge ordered confiscating all the goods lying in the house and registering an FIR against the encroacher after putting lock on the doctor’s residence. Later, he visited government girls’ primary school in the same village and found it occupied by one Nasrullah Narejo. The school’s main gate had been barricaded with a thorny hedge and it had been made into a living quarters where the encroacher had been living for 10 years.
The villager confessed before the judge that he encroached upon the school building after the education department refused to give him job of watchmen in lieu of the piece of plot he had donated for the school’s establishment.
He had also occupied the irrigation office located nearby and used it for storing fodder and other articles.
Later, ASI Mohammad Daud registered an FIR under Section 379, 427 and 448 PPC at Ketti Mumtaz police station against Dr Santosh Kumar, Nasrullah Narejo, Amanullah Narejo and Sanaullah Narejo on behalf of state at the Ketti Mumtaz police station and arrested both the encroachers, Amanullah and Nasrullah.
The in-charge doctor and watchman of the dispensary Sanaullah Narejo could not be arrested.
The judge was accompanied by DSP Shahjahan Shah during the visit.
