It can, if you ever do data analysis. Unfortunately, rigorous policy research isn't a forte in Pakistan, especially the government's.
But when done properly, the findings can be rather helpful, as researcher Maha Rehman reminds us in her article for Dawn.com:
"Implementation data from the Benazir Income Support Program gives us valuable results that may help cast the programme's net wider, bring more recipients under its coverage and enhance impact, simply by the addition of numbers to the policy mix."
