BADIN, Aug 24: Badin district Nazim Kamal Khan Chang has sent a memorandum to the Sindh governor, chief minister, NRB chairman, MNAs concerned and other authorities against the formation of the District Relief Committee by the Sindh government and levelled serious allegations against it.
A copy of the memorandum released to the press said that after heavy rains lashed the district, the district government with its meagre resources quickly started providing relief and rescue operations and succeeded in helping the stranded families with the help of the army, police and people.
The representative bodies from the union council level to the Taluka and district level were put on wheels to carry on the life-saving operational work.
On Aug 1, the relief commissioner, Sindh, informed the district Nazim to constitute survey teams in consultation with MNAs/MPAs and army personnel but the Sindh government constituted the District Relief Committee without consulting the district government, which raised serious objections on the formation of the district relief committee as it was in direct contravention with the working of the existing local government.
The district Nazim said that the local government system was a non-party system whereas the committee so constituted was purely a political committee, and the members nominated on the District Relief Committee neither belonged to the affected areas nor represented the people of the area but were allied with political groups who were component parts of the government at the provincial level.
Mr Kamal said that the position and status of a district Nazim had been made at par with his subordinate officials viz the DCO and EDO.
He accused the District Relief Committee of issuing political statements just after its formation against the legal and stable representative district government and so much so that the charges of corruption were levelled against the district government.
He said that the District Council after taking serious view of the situation and the people at large thronged the offices of Nazims and unanimously formed a committee for better and effective working.
