China defends CPEC; India claims it passes through its territory

NEW DELHI: China defended on Wednesday the China-Pakistan Economic Corridor (CPEC) as a project meant for regional peace and development after Indian prime minister hinted that it violated India’s territorial sovereignty, even though he did not name it in his speech.

Speaking at the inaugural session of the Raisina Dialogue on Tuesday, Narendra Modi had said: “Respect for sovereignty is important for regional connectivity to improve.”

He said that it was not unusual for two large neighbouring powers (like India and China) to have some differences. “In the management of our relationship, and for peace and progress in the region, both our countries need to show sensitivity and respect for each other’s core concerns and interests,” he added.

When asked to respond to Mr Modi’s remarks at a media briefing, Hua Chunying, the spokesperson for China’s foreign ministry, said: “Regarding CPEC, this is a project that is devised for long-term development and cooperation in various fields... It is for regional peace and development.”

The India Today quoted her as saying that the project “targets no third country and it will not affect China’s position on Kashmir”.

The unambiguous Chinese foreign ministry statement, however, did not stop Indian Foreign Secretary S. Jaishankar from bringing up the same subject on the second day of the Raisina Dialogue and claiming that CPEC passed through its territory.

“CPEC passes through a territory that we see as our territory. Surely people will understand what Indian reaction is. There needs to be some reflection and I am sorry to say that we have not seen signs of that,” he said.

China and Pakistan have fast-tracked the construction work of the CPEC, a large part of which passes through Azad Kashmir, to which India lays claim in its ongoing dispute with Pakistan. Once completed CPEC will provide all-weather energy route for China from the Gulf. Reports said that India’s concerns had increased in recent weeks with reports of China-Pakistan naval cooperation in Gwadar port of Balochistan, which would serve as the entry point to CPEC.

Mr Jaishankar said that China’s rise as a major “dynamic” factor in the Asian affairs served to remind that differences with China had not gone away. “With China, the overall broadening of ties, especially in business and people-to-people contacts, has been overshadowed by differences on certain political issues,” he said.

“But it is important for the two countries not to lose sight of the strategic nature of their engagement or falter in their conviction that their rise can be mutually supportive.”

Reports said that the foreign secretary’s comments about CPEC and “political issues” were significant as both India and China had dealt with the differences over the last several months. India is unhappy over China’s stance at the Nuclear Suppliers Group where its membership bid was scuttled last year.

China’s territorial assertion over Asia received a jolt in July 2016 when the Permanent Court of Arbitration gave an adverse verdict on the South China Sea issue.

Mr Jaishankar was quoted as saying that India’s position on South China Sea was in sync with the international community’s position.

@Game changer In actual fact China is investing only 11 billion dollars from its coffers. The rest of 35 billion dollars are coming from Chinese PSUs for which Pakistan will have to pay 27% interest. This interest rate is so high that even Pakistan's current generation, their children and children's children will not be able to pay back this money. That is the game changing economic strategy... Instead of Indian getting jealous on CPEC project, the Indian government should bring land dispute issue with UNO and let them solve Kashmir issue according to UN resolutions and live in peace forever. Kashmir belong to Kashmiri people, they have to decide if they want to join Pakistan or not. Indian can't effort to keep Kashmir under occupation, Indian soldiers are starving in occupied Kashmir.

Entry point of CPEC the Khunjarab Pass to Raikot is part of Pakistan since November 1948 and you can't event think it as part of Azad Kashmir and we unconditionally merged with Pakistan in 1948 by defeating Dogra Raj Gov. so you even don't think that GB/NAs sometime back are part of AK. Shame on Narendar Modi who is saying that GB/NAs is part of India, his statement is ridiculous if he think that it is your part then please arrange a UN sponsored referendum and ultimately you can get 100/0 votes in favor of Pakistan so don't think about GB and free IoK (Jammu & Kashmir).

Pakistan beware! It is great Chinese game that Pakistan does not understand. I think China will complete CPEC but note that China is not building it for Pakistan's economic development but only as a back up to China's energy routes through South China Sea which are being disputed by many countries. That was the main motivation for the CPEC plus keep China's navy at Gwadar. The fact is that the CPEC land route will never be economically viable and hence not used compared to sea routes. As long as sea routes are not disrupted, the CPEC will be a stranded asset and lot of waste of money and resources.

Get out of your shell. Every nation is 'growing' at different rates. India could never catch up with China, even if it grows at 10% per year. Because the US will still be a challenge to overcome for India, before it could catch up with China.

Unfortunately India is not in a position to challenge mighty China. The latter is flexing it's muscles at a great pace and is set to become major military and political power of the world. China is already controlling half of the world (Asia, Asia Pacific and now the middle east). India must realize it can not be the big brother of Pakistan as China badly needs Pakistan for its expansion program, and thus would fully support Pakistan. With Russia coming closer to Pakistan, it's another big dent to India. The only solution for Indias survival is to shed it's ego, realize it's worth and try and be friendly with Pakistan.

India is not voicing a legitimate grievance, it is only being a hypocrite and the offline equivalent of a troll. And China and Pakistan can see right through India's tactic, that's why they both outright reject India's protestations with the dismissive contempt they deserve. India needs to do some self-reflection.

Pakistan and China will just sit back and enjoy the light show while India merrily shoots itself in the foot with that kind of poisonous attitude. China-Pakistan has trade through KKH which passes through Gilgit-Baltistan for the last 30 years or more, if India thinks it passes their territory, why this issue was not raised earlier...

This is actually height of hypocrisy by India and Modi. India in reality is more concerned about Gwadar port being given to China on 45 year lease and she is developing it and is certainly the main stumbling block for India, There would be Chinese navy, Chinese submarines presence as well to safe guard the waters as usually happens with any blue water navy.

India need to come out of its hypocrisy which she practices more often than not. IOK belongs to people of Kashmir and they don't want to align or live with India...simple as that.

CPEC project work started 2 years ago but India did not object. Their thought at that time was that it will not materialise. Now out of traditional jealousy with Pakistan and fear of mighty China they pretended Azad Kashmir as a part of their territory . CPEC will pass through Azad Kashmir before entering into Zhinjiang in China. As a matter of fact entire Kashmir belongs to Pakistan so what's the problem.

India don't make anyone foolish by your claim. The Gilgit and Baltistan has been part of Pakistan since 1948. If you believe Kashmir is your then first implement the UNO resolution to decide the truth and then if you win the plebiscite you can make such claim. But you always avoided plebiscite for which Pakistan has been urging. Kashmir's 80 per cent population is of Muslim and the same rule must be applied on Kashmir which was applied in making India and Pakistan that the areas where Muslims are in majority will be part of Pakistan and of Hindu community will form India.
