Imran, Faryal, Hamza performed badly on MNAs’ scorecard

ISLAMABAD: Performances of PTI head Imran Khan, head of PPP Women Wing Faryal Talpur and Hamza Shahbaz Sharif of PML-N have been declared poorest, with 20pc performance and 39th positions, during third parliamentary year from June 2015 to May 2016.

PTI chief Imran Khan, PPP Women’s Wing head Faryal Talpur and PML-N MNA Hamza Shahbaz have been found to be the worst-performing lawmakers in the third parliamentary year of the current National Assembly.

Prepared by the Pakistan Institute of Legislative Development and Transparency (Pildat), the ‘MNAs Scorecard’ focuses on three main aspects of a parliamentarian’s role: oversight, legislation and representation.

In the report, 308 MNAs have been graded between 1 and 39, but the prime minister, speaker and deputy speaker, federal ministers, ministers of state and the leader of the opposition have not been included in the assessment since their powers and functions differ from other members of the National Assembly.

JUI-F MNA Naeema Kishwer Khan has been declared ‘MNA of the year’ with the highest score of 70pc.

MQM leader Dr Farooq Sattar attained an overall score of 22pc and was graded on 38, the second-worst grade in the scorecard. Former National Assembly speaker Dr Fehmida Mirza of the PPP also attained an overall score of 22pc. Former prime minister Zafarullah Khan Jamali attained an overall score of 27pc, putting him in the 35th grade.

Former Punjab chief minister Pervaiz Elahi of the PML-Q also attained an overall score of 27pc, while JUI-F chief Maulana Fazalur Rehman attained an overall score of 35pc, putting him in the 30th grade. PkMAP President Mehmood Khan Achakzai attained an overall score of 36pc and the 29th grade, which he shares with PTI Vice-Chairman Shah Mahmood Qureshi.

Sheikh Rashid Ahmed attained an overall score of 39pc and a grade of 26, alongside PTI’s Shafqat Mehmood. PTI’s Dr Arif Alvi attained an overall score of 43pc, which puts him in the 22nd grade, while PPP’s Shazia Marri received an overall score of 46pc putting her in 19th grade.

MNAs who attained a top-10 ranking included JUI-F’s Naeema Kishwar Khan, MQM’s Muzammil Qureshi, JI’s Sher Akbar Khan, MQM’s Nikhat Shakeel Khan, PPP’s Shahida Rehmani, JI’s Aisha Syed, PPP’s Shazia Sobia, JI’s Sahibzada Tariqullah, PML-N’s Mian Abdul Manan and Tahira Aurangzeb, PPP’s Nafisa Shah, JI’s Sahibzada Yaqub, PML-N’s Khalida Mansoor and PTI’s Munaza Hassan.

The JI is the leading political party, with the highest percentage of top performing MNAs.

Parliament will never be effective when there is no mechanism for accountability for all. IK is struggling for a much bigger cause of accountability for all which will help Parliament perform its duties transparently for the betterment of masses.

@Talha is that cause bigger than his foremost obligation i.e. to be present in the NA? He accuses others of corruption, but is it not corruption itself to omit doing what you are supposed to do?

@Talha My family belongs from the same NA constituency from where Imran Khan is elected. So he is our MNA. Do you know that I am 100 percent sure that Imran will not be able to win this seat again. He is never available anytime for us. He never visit our constituency. He never try to reach out to the locals. Next time he will play the race card and Pukhtoons of our region will blindly vote Imran Khan. Other than that no one will vote him again atleast from his current constituency.

People like Imran Khan, Farooq Sattar, Khalid Maqbool Siddiqui etc. scored in the hearts of the people. For me that really matters. Sitting in a debating club and not doing anything on the ground means nothing.

It is based on attendance and cleanliness as well , similar to school grading system. MNA that submit more bills get more marks. Absence of IK in Parliament and lack of bills contributed to his low grade. Hope next time he will attend it regularly and also submit many corruption pro bills as ideas for government.

Imran khan self acclaimed champion of ethics , gets not only salary , also enjoying perks and previlliges of a parliamentarian. Please mr khan , start accountability from yourself , keep aside performance ,how many times you went to the parliament. Do you think you deserve this salary and all others like you

@Awan Do you realise that a MNA who also happens to be a party leader and effectively, opposition leader, will never be able to attend to local constituency matters? He has too many things on his plate. Besides, the whole point of local government elections is to have local representatives attend to constituency matters, not the elected MNA or MPA. If you vote for NA or PA seat based on local concerns, you're completely missing the point. Votes for these seats ought to be given on party manifesto and not on the candidate's availability or accessibility because even if does get elected, his job is legislation in parliament. If he spends time in his constituency, it could be an added bonus but not the reason you vote for him or not. I assume your family belongs to NA56. They should demand from the Punjab government to transfer power to their local government reps instead of waiting for the MNA/MPA to show up.

@Shoaib If the parliament is not doing what it is supposed to do, i.e. represent the people's concerns in the house and take steps to effectively tackle them, then simply being present in parliament or passing legislation that the State can never implement does not fulfill any real obligation. The foremost obligation of someone of IK's stature as a major party leader is to get parliament and institutions to start functioning properly. For that, protests are the route which can be taken when all else fails. It is corruption if you agree to let things stay the way they are and just show up to do your 'assigned duty'.

@Mrs.khalil What has happened every time he did go? Besides appreciating his speeches or criticizing them based on which party the TV channels want to favour, what has his presence accomplished? It's clear parliament is just a debating house with zero efficacy to resolve real issues. IK has said parliament needs to become effective but if it's controlled by N which doesn't even let Panama Papers be investigated, what can you expect? When the institution you belong to doesn't function because the majority doesn't want it to, attending it's sittings won't make it function any better. Protesting and making the parliament realise it's ineffectiveness is the next logical step. IK has never and can't force anyone to give him his salary as MNA. The government can withold it due to poor attendance or pass such a law which allows them to. Why don't they? Because then, their own would also get no salary.
