ISLAMABAD: The Inter-Services Public Relations (ISPR) on Monday clarified that the matter of a reported scuffle between officials of the National Highways and Motorway Police (NH&MP) and some army officers was being investigated.
“The matter is being inquired. Law will take its course in disposing the case and justice will be done,” said an ISPR statement.
Earlier, a communiqué sent from the office of Inspector-General National Highways and Motorway Police to DIG Operations NH&MP narrated the entire series of events.
According to the document which is being widely shared on the internet, NH&MP patrolling officials had intercepted two cars on September 10, 2016 which were being driven recklessly. Instead of cooperating with the NH&MP officials, the drivers became “rash and flared up”. One of the drivers, later identified as an army officer, also pointed his pistol at motorway officers.
The document added that one of the drivers made a telephone call and subsequently 20-25 army personnel reached the spot. It further claimed that “on arrival at the scene, the army personnel assaulted the officers with butt and batons”.
“Later on, the army personnel forcibly took the police officers in their official vehicles to the Attock Fort along with NH&MP official vehicle and 3 SMGs,” reads the communiqué.
Motorway officials were reportedly detained at the fort for a “considerable time” and were released after intervention by senior army officers. Subsequently, they were brought to the district headquarter hospital for treatment and the writing of their medico-legal report, the document claimed.
The affected police officers filed a case under Sections 279, 186, 353, 506, 365, 342, 148 and 149 of Pakistan Panel Code at the Akora Khattak police station at district Nowshera, the document stated.

This is Police version. Nobody loses temper unless provoked. The current Motorway Police has plenty of dirty linen to wash. It is no more the force it was. They lack normal manners while stoping or checking a vehicle. Army Officers are responsible persons but they do not like to be taken for granted when it comes to respect of the Army and Uniform.

Let me share the exact side of the story: The army officers were manhandled first by the Motorway Police, despite being told of their identity. The officers called their men who scuffled with the police guys. Commanding Officer of the army officers and DIG Motorway Police subsequently reached the scene and mutually decided to go to Attock Fort. They went there, resolved the issue amicably. The FIR was lodged by a person who even wasn't involved in this whole episode.

Pakistan is on its way to the same destiny with baby steps being taken, among them being continuation of democratic process, a total commitment of armed forces under Gen. Shareef to eradicate terrorism/extremism from the land and to a very insignificant ratio onslaught, though quite half hearted, on corruption. At this stage, no one and no institution however sacrosanct should be allowed to sabotage this national journey. Those tesponsible must be investigated, tried and dealt with maximum dispensary of law. I fully know the might of our armed personnel, and if to have the law take its just course against the army officers, Gen. I was wondering why this incident had not been reported in the national media. This was an utterly disgraceful incident and all the army officers and soldiers must be dealt with in the most strict manner. That highway official was doing his duty when he stopped them and if these army officials are not taken to task, then who will respect the men in uniform? Shouting on the officers and snatching of the keys is not acceptable at any level. Be respectful to get respect in return. A scuffle reaching this height can't be one sided affair. Law must have been followed as laid down, snatching of keys, and saying 'bohat dekhay hein tumharay jaisay' is not a law but an invitation for getting paid back in the same coins. Motorway Police got what the worked for.

It is how we conduct ourselves that determines our respect, dignity and prestige. We do not inherit them by the profession we are in or the authority we are given.
These army officials when they fulfill their duties on borders and to other responsibilities they are fully respected and loved by the whole nation, But, when they start abusing civilians and behave as if they were above the law, they need to be made accountable for their irresponsible and illegal actions..
Hope the top army brass would take severe action against these rouge elements who misbehaved and tortured the motorway police when they tried to fulfill their duties and safeguard other travelers on the motorway .
Misuse of authority and corruption by security officials is as bad as by civilians or politicians and that needs to be condemned equally.

The pakistan police force in general lacks any respect for any human being. We see them slapping poor people in front of cameras. Do poor people have no one to protect them?
The police need to be retrained in respectfully dealing with citizens irrespective of the status of the citizen.
In the westerns countries if the police stop you even if you are driving at 200 km per hour, they dont take away your keys, instead they call you sir and talk to you with respect. In pakistan the situation is the opposite. The police in general lack respect for others.
I dont buy this story posted by NH and MP police, as its totally one sided. i am hundred % positive, no Army officer would call a unit to beat the police if the police were respectful and did their duty in a respectable way rather than disrespecting the officers. The Police ARE NOT ABOVE THE LAW either.

The picture does show a man with disturbed uniform, but let me assure you he doesn't seemed to have been thrashed by 10 SSG soldiers. Pakistan's population and mainly its civilian populace is proud of its armed forces. The incident which happened yesterday has left some question marks for all of us. are officials of some sections immune to law? absolutely not. Nation is not a product of one system, but it is a synthesised form of different cooperating bodies working together for the pace of entire nation-state.
We hope senior officials of army and motorway police will find a common ground on which the justice course can be taken out in order to bring the accused to justice.

I am surprised to read the comments of all readers who are commenting after reading about just one side of the story. Being from Army I have been part of fair number of inquire on such issues and I tell you, things always turn up different when proper investigation is carried out. The other side of picture is usually different. Many people are blaming complete Army for an incident, some have even related it business and actions done in 70s. Few are suggesting that they should be sent to jail and dismissed from service. Do anyone out of us even know what actually happened? Were we on the spot at the time of incident? Do we even know who out of them is innocent? Do we even know what all these officers have done during their service for Pakistan? Pictures lie, if a winner in boxing is photographed only being punched, doesn't it he lost? Please be very logical when you post, it speaks of you. I have faith in the system of punishment in Army. Who so ever was the culprit, must be punished.

I am eye witness of the incident, the sub inspector who stopped both the cars started the fight, he was very rude & abusive he snatched the keys and abused the Army guys & Pakistan Army, one of the army guy called some one in attock fort, 7-8 police guys tried to put the army guys in there mobile and both army guys started fighting them with fists and kicks, a vehicle from attock fort came with some Major in it, he tried to resolve the issue amicably but the police guys misbehaved with him also and even pointed rifles at him, the Major called his 20-30 soldiers and one or two guys punched and slapped the police guy, afterwards all of them went to a police station, DIG police and incharge of Attock fort were in contact and something worked out between them in police station then they went to the fort and it looked like that the matter is resolved, i have heard that afterwards police decided to launch an FIR and malign Police on the instruction of some high up. God knows the best.

This is what the army gets for its services. They open the highway to Naran once the district administration is absent, AC is away. They do combing operations cz the police is incapable to deliver. They suffer from marital issues cz they cnt give time to family. I know of officers who for continuous 4 years are in hard areas. The officer surely got into s scuffle once the motorway officers misbehaved, these men from attock fort are fighting machines with the finest discipline and have never done harm to the innocent. The police misbehaves with people as routine, this time the got the medicine of misbehaving with men. Y nt a JIT dont leave it to the army alone cz the truth needs to come out. Im happy the policemen were mauled perhapd revenge from the numerous innocents tht the police mauls daily.

My dear, uniform was not questioned in the entire scene.
If any one has violated the speed limits, he should pay the penalties.
Yes Uniform has been misused and it cannot be allowed any further.

It reminds me of the gruesome memories when SSP Asmatullah Junejo was mercilessly beaten by PTA and PTI marchers durin Dharna in Islamabad. The uniform of the motorway police officer symbolic of state writ which is ripped apart. The security officers can be easily identified in the pictures going viral on social media. The matter needs to be investigated and the poor police man should be tendered appology and honoured.

It's not like this is happening for the first time. Sit in any gathering of army or military personnel and they will on such occasions narrate their "bravado" stories of how one of their officers was being "harassed" by policemen and how he called his entire unit to "teach them a lesson" and how their senior most police officer had to beg for mercy .. So yeah the military has been given this abusove authority by the people of
Pakistan .. Keep on accepting others as superior to you and such incidents will keep on happening. 250 kids are raped in kasur and no one bats an eye. So what can we expect from such a nation. And they think Field Marshal Raheel Sharif or Quaid e Insaaf Imran Khan will save them..

Let the result of a thorough inquiry come out.
I hope it's made public and the guilty individuals are punished, whether it's the police or the army!
Without knowing and recreating the entire pictures our comments are bound to be biased!
Let us not forget that the cops were doing there job
and it is there entire right to issue tickets , warnings at the stop even if the individual warned is the President Prime minister or the army chief !

We are all human beings and can make mistakes, sometimes serious mistakes. Besides, this error is made by people from an institution of repute, their training includes learning about positive attitudes and behaviours, particularly when dealing own countryman. Lets also allow army to speak their version. Have a small team of investigators of decent people and let the justice prevail.

Who is the ISPR to tell or say what is being done or not? It is not the Pakistan Army's duty to 'investigate' this matter, but the civilian law and order authorities. The army should simply hand over the culprits.

The relevant authority on the Motorway is it's Motorway Police, criminals who assaulted and abducted these officials must be detained in havalat while investigations are completed by regular police and the case produced before a magistrate or judge. Anyone assaulting a law officer should receive a custodial sentence in civilian jail.

Lesson learnt is to teach the Motorway police the law of the land in how to deal with cases relating to armed forces personnel. This is a case originated by ill trained Motorway Police. At least we have some people in Pakistan army who are not willing to take nonsense from the corrupt and safarish employed staff of Police.

This is violation of settled rules and norms by individuals who were belonging to Army the institution as a whole should not be blamed. Anyhow fair investigation and handing down responsibility with necessary penalty is the responsibility of the institution to bring back the confidence of the people in the institution, as nobody is above the law.

Well this is one side of the story. We are proud of our Army and this seems to be another pre planned scheme to tarnish the Military image. These motor way chaps can not stop an MPA vehicle, and their worth is just Rs.5000/- nothing more than that.

There are a few specific incidences:
1. Two persons violating traffic rules on Highway did not stopped when asked and had to be stopped by highway police;
2. The initial scuffle that occurred;
3. The SSG commander ordered the troops out to sort out a civilian situation instead of involving MP;
4. The SSG platoon commander who let the local situation be solved physically and then took the police officers to the military barracks against any law of the land;
5. Anything can be on spur of the moment but the mindset of the Military commanders of the fort who, knowing that their actions are against the law, only let the detained officers off the unlawful detention after so called 'negotiations"

Motorway Police has been observed to have let go vehicles of ministers and other higher officials at speeds much greater than the limits . Rules should be the same for all . Army officers as I know never initiate a scuffle unless and until treated below dignity .
