ISLAMABAD: Former chairman Senate Nayyar Bokhari’s son, Jarar Bokhari, slapped the special branch constable, revealed CCTV footage of the incident.
Arrest warrants for both father and son have been issued by Magistrate Jawad Hussain Adil, with a copy available with DawnNews.
Police has also lodged an application with a local court in Islamabad in connection with the incident.
“We are against VIP culture,” said Islamabad Inspector General tariq Masood. He also urged other members of the police force to not bow to “pressure”.
Leader of the opposition, Syed Khursheed Shah, remarked that the incident is being “needlessly” made into an issue.
“Bukhari is a PPP man and the Islamabad police is attempting to please the federal government,” said Shah.
Islamabad district bar association also went on strike in solidarity with Bukhari, who is a lawyer by profession and an ex-president of the association.
According to Senate rules, the Senate chair must be informed if a member of the Senate is to be arrested. However, the rules are silent on former chairs of Senate.
Earlier, Nayyar Bokhari and his guard were trying to gain entry to Islamabad district courts when they were stopped by law enforcement personnel deployed for security.
The guards posted at the entry point asked to search the former senate chairman who arrived at the premises accompanied by his guards. The move led to a heated exchange, upon which Bokhari insulted the security staff present and one of the men slapped a special branch constable.
The special branch personnel deployed for security left their posts in protest after the incident.
The incident occurred at a time when the federal capital and Rawalpindi are on high alert and security agencies have been directed to maintain a strong vigil.

In the West an officer has the right to shoot if he/she is threatened or feel threatened and that is why no one messes with a police officer. This is the reason for the sorry state of law and order in the country because due to this VIP/untouchable culture prevalent in the country, police can not carry on their duties diligently (as they do not know who is who i.e. who will slap them and who will make them lose their job etc).
The policeman who got slapped must be rewarded by the government for carrying out his duties diligently even when he was threatened by force by this VIP/untouchable and this VIP/untouchable should be punished by the courts according to law in order to send a clear message to the police officers that government and law is with you.
The only solution is to depoliticize the police force so that it protects law and order instead of rich and powerful.

This is another opportunity to make much needed and necessary correction in the highly lop-sided system. This pseudo and over bloated sense of VIP-ness must be dealt with justly on legal platform. . Instead of following the security protocol, they have unnecessarily created a problem for themselves, on duty security guard and the larger SECURITY SYSTEM by taking LAW into their own hands.

In other countries, such as Saudi Arabia, no one can ever dare to raise a finger or make a fun of policeman, therefore, there are hardly any incidents of threat to the people living in that country. No one is above the law and it is essential that law should be same for every citizen.
But, those who use law for themselves, can never consider it as a system.
At the same time, it is important that law should act as a law, not a force which act differently for different status of citizens.
We have seen in our society during the last 40 years, the definition of law is not clearly defined, hence has not been clearly implemented. It is a high time for us to think about it seriously, before its too late....
