‘Effective policy’

Published November 28, 2015

APROPOS the article ‘Effective policy’ (Nov 25). The writer has highlighted the consequences of the failure of public policy in Balochistan. I agree with the writer. There are many flaws seen in the failure of public policy.

These flaws are due to a massive difference between the provincial legislature and the bureaucracy. According to the planning and development minister, approximately Rs150m has lapsed. It is clear that the legislature and the bureaucracy are in the same boat. Otherwise, the lapsing of such an amount is not less than an enigma for the poverty-stricken province of Balochistan.

Provincial ministers and MPAs have different kinds of complaint against the bureaucracy. On the other hand, the bureaucracy is also not behind in the race for complaints against the provincial legislature. The bureaucracy accuse the legislature of interference while ministers demand a summary or proposal of transfers, vacancy statements and the criteria of employees’ selection according to their own desire instead of the law that exists.

This lack of trust between the two results in an ineffective public policy in Balochistan.
