PM Nawaz urges Ban Ki-moon for plebiscite in Kashmir

ISLAMABAD: Prime Minister Nawaz Sharif on Sunday met UN Secretary General Ban Ki-Moon on the sidelines of the 70th UNGA Session in New York, where he urged for a plebiscite in Kashmir, stressing on the need for implementation of the United Nation’s Security Council resolution in this regard.
The premier also raised the issue of tensions between Pakistan and India, including ceasefire violations on the Line of Control and the Working Boundary.
Nawaz Sharif urged the UN chief to play a role in putting to halt ceasefire violations along the LoC. He also called for the strengthening of United Nations Military Observer Group for India and Pakistan (UNMOGIP).
Ban expressed concern on tensions between Pakistan and India and offered his good offices for dialogue between the two arch rivals.
The UN chief appreciated Pakistan’s active role in the United Nations and its various bodies, particularly in peacekeeping. He lauded Pakistan's role in the fight against terrorism.
The prime minister briefed the secretary general about his domestic priorities and Pakistan's fight against terrorism.
Nawaz said Pakistan seeks to build a new relationship with Afghanistan and hopes that the reconciliation process in Afghanistan resumes soon. He said Pakistan will be ready to assist in the peace and reconciliation process in Afghanistan.
The UN secretary general also commended the premier for choosing a female ambassador to the UN.
The premier is currently in New York to attend the 70th United Nations General Assembly session, where his address is scheduled for Sept 30.

This is a bullet-point type of article. What was the response of Ban-ko-moon is not immediately known to plebiscite in Kashmir request? Or, since he offered 'his good office' should we take it that he turned plebiscite request down? What was the response of NS is not immediately known to the offer of Mr. Moon? I guess we have to read between the lines.

Even Pak PM has not read UNSC resolution on Kashmir...This move could be counter productive as the first necessary but insufficient condition as per UNSC resolution for plebiscite is Pakistan's demilitarization from Kashmir (which includes Gilgit Baltistan)... Modi Ji call this bluff and give them a date in front of UN by which Pak should move its army out of Kashmir

Plebiscite is the only solution, why is India so afraid of conducting plebiscite in Kashmir. The world community should clearly understand that peace in the region can only be achieved through a just solution of Kashmir issue & this Just solution demands that the people of Kashmir is allowed to exercise their right of choosing what is best for them.

The resolution which was passed by United Nation Security Council was under chapter VI of UN Charter. Resolutions passed under Chapter VI of UN charter are considered non-binding and have no mandatory enforceability as opposed to the resolutions passed under chapter VII. Any resolution under chapter VI is non-mandatory. It is dependent on the will of the parties to follow it through or not. Hence it is not mandatory for India to conduct plebiscite in J&K. Pakistan has ceded a large area of Karakoram to China, are they going to ask back that area from Chinese, because if the plebiscite has to be done it has to be done in whole region of J&K

Once every 5 years Jammu and Kashmir votes to elect its own state legislature and elect MP representatives for the Lok Sabha. This is a continued and continuous expression of faith in the Indian federal structure by a majority of the Kashmiris. So Pak PM should concentrate on his own country where elections to 4 major MNA seats were declared void by the EC due to rigging by the PM's own party. Maybe he could send his team to understand how a democracy works rather than read out statements prepared by Gen. Raheel.

NO news anywhere, not even by UN ( I checked UN Media statements) and its a pre-written press statement released by the Nawaz Govt. for the consumption of all of us.
This was just a 30 second Photo-op. that UN secretary-General has with every leader who comes to UNGA. There was No meeting nor any talks on Kashmir with the UN chief.

But why pakistan is forgetting about Simla agreement which states "Both countries will settle their differences by peaceful means through bilateral negotiations". So Kashmir dispute must be settled through bilateral negotiations as per Simla Agreement, 1972 and thus, had denied any third party intervention even that of United Nations"
So old resolutions are not valid, dear pakistanis!! Come back to reality, don't run after UN, lol

Nawaz Sharif has become to sound like a broken record. You cannot try to solve outside problems when you have so much discontent within Pakistan. People need proper meals, electricity, clean water, good jobs and a decent livelihood. Clean up your act with the country, reduce corruption and then talk with the rest of the world. Till then, you will be heard, but not acted upon.

The PM talked with the UN Secretary General Ban Ki-moon demanding a plebiscite in Kashmir, complained about LOC violations by India and assured him of Pakistan's full support for peace in Afghanistan. Whereas the UN General Secretary Ban Ki-moon offered his good offices for facilitating dialogue between the two arch rivals, promising no fresh UN resolutions and commended the PM for choosing a female ambassador to the UN. It is clear as day light that the UN does not want to involve itself in India-Pakistan disputes and is encouraging bilateral dialogue. Modi wants dialogue on his terms so we are back at square one

While PM Nawaz Sharif is urging UN Chief to hold plebecite in Kashmir, Indians are working with others to insist, there is no need for plebecite, falsely claiming Kashmiris are very happy, fully protected and they are not seeking freedom from India. Furthermore, any friends of India (and enemies of Pakistan), must be telling PM Nawaz not to raise issue of Kashmir in his speech at UNO session. Remains to be seen how forcefully Pakistan puts its demand at UNO session, whether its a courageous and straightforward demand or or just a wishy-washy mention of Kashmir?

This is excellent strategy. While the Indian PM is wasting his time in photops with google and microsoft etc CEOs etc, PM Sharif is utilizing his time in educating the UN. Now Mr. Moon is applauding Pakistan's efforts in fighting terrorism and also heard the PM's plea on Kashmir and the LOC issue. This is in stark contrast to what the world was thinking earlier. I believe this is like a diplomatic coup. The foreign office has done a wonderful job.

While Modi is working hard for his country in U.S. by meeting top tech CEOs and trying to garner investment, NS seems be stuck in a time loop repeating same old, threadbare statements. Even Ban Ki Moon seems to have given up on NS. India has moved on and making strides by being the fastest growing major economy and sending rockets to Mars, while Pakistan's flawed and unforesighted foreign policy has brought it nothing but embarrassment.

Talk about tale of two worlds. On one hand you have Modi meeting with CEO's of companies in Silicon Valley promoting Digital India in the 21st century. On the other hand you have NS asking UN chief for enforcing a 1948 plebiscite resolution which he himself hasn't implemented. This in a nutshell captures the stark contrast between the path taken by the two countries. One is looking ahead to the challenges and opportunities of the future while the other is stuck in the historic past unable to extricate himself and move ahead.

Sir, Pakistan must start by returning all the land it is currently occupying and the land handed over China back to J&K. Next Pak must understand under Shimla treaty UN interference in no longer valid and it should be handled between India and Pakistan only. Ideal method is to ask people where they would like to live and they can migrate peacefully and keep the current LOC as the international line of control. In this case neither can claim victory or defeat and each country can move in the direction they want to.

Part of the conditions of the plebiscite is that we must withdraw forces. Authors like Christine Fair constantly point this out as though it is a fatal blow to Pakistans stance. It is not. We can demilitarize as soon as we get a commitment from india that a plebiscite will be held and that they won't invade. Otherwise, no one will fault pakistan for hesitating on the demilitarization clause. India after all has 500,000 troops on the other side of loc!

@Kevin - Kashmir issue and economic activity should continue together. You cannot close your eyes from other issues just because the other has more importance. Everything runs in parallel. In the other news article 'India clamping down on critics of Modi', it is abundantly clear that this Modi government is silencing dissent just as they are committing atrocities on Kashmiris. But Modi lovers are like bystanders and seem insensitive to such cruelty. We shouldn't be and we are not like that.

@Riaz Murtaza I agree it's an issue. See it's an issue and not a problem. "Issue" is associated with difficult decisions and disagreements. It doesn't necessarily have solutions unlike problem which is connected with the word "solution". A problem is something negative that needs to be solved.

@Rohhajh Does not the UN resolution require Pakistan to vacate the area under its control? Only the the plebiscite is supposed to be held in the COMPLETE STATE-NOT PARTITION OR TRUNCATED. Then the question of area ceded by Pakistan to China must also become big issue. Is not Pakistan pushing its luck too far ? Sometimes wishes become a huge curse for people who wish too much without vision.

Careful dear Prime Minister. The resolution first calls for Pakistan to vacate areas of Kashmir under it's control. Best we let it rest or it will come back to bite like other ill conceived policy initiatives. Makes for good news but if the world decides to actually implement then it would mean lots of trouble for Pakistan.

I think all United Nations Security Council resolutions should be implemented or this organisation should be dissolved and countries should choose to make small groups to help each other. There is no point in not implementing a resolution because some bigger or powerful country is against the resolution. This will just flourish the idea that United Nations is there to protect interests of rich and wealthy nations and to exploit common people and poor countries and has no mechanism of justice for underprevileged segments of the world.

We need strong PM who can extradite the issues with courage and without personal benifits. He don't have the vision and capability to run the country.
Govt haven't been able to extradite the Kashmir issue therefore there is no progress on Kashmir otherwise by now Kashmir should have been Independent according to UN resolutions and with Pakistan according to will of Kashmirees

@Zak for your knowledge as per Newyork times ban kee moon say you make good relation with India and have biletral talk as per shimla aggrement bcoz as per shimla aggrement the two nation agree with bilateral talks and 1949 un resolution is nullified

this is like a game of chess ....If the Pakistani move their military personnel out of Azad Kashmir then Pakistan has automatically begun the process of a free impartial pleblicite. The next move is that of the Indians to demilitarise and pull all their military out of Kashmir. I think India might consider occupying the Pakistani vacated Kashmir but that would be with disastrous consequences and they would have no choice but to also move ahead with the pleblicite as they now have no reason to blame Pakistan not abiding by the resolution. If Nawaz had the courage to move troops out then Kashmir may see its freedom from India and possibly Pakistan. Kashmir should be free of both its giant neighbours but at peace with both.

@original realist There is nothing UN or any other body can do about K issue raised by pakistan leadership again and again. its not realistic now days to have plebiscite happening in any of the democratic countries. Simply it is not possible.
Even nuclear threat is irrelevant now days, it will be much better to develop what you have with you at present.
