Pakistan has second strike capability against India

ISLAMABAD: Former defence secretary retired Lt Gen Naeem Khalid Lodhi has claimed that Pakistan possesses second strike capability against India.

He was speaking at a seminar at Strategic Vision Institute (SVI), an Islamabad-based think-tank that works on strategic issues.

The issue of second strike capability came up in the context of the conventional superiority enjoyed by India and the options for Pakistan.

The second strike provides a military the capability to hit back at an enemy in a situation where its land-based nuclear arsenal had been neutralized.

The former defence secretary said that despite the growing conventional imbalance, Pakistan had certain strengths including the nuclear parity with India and credible nuclear deterrence.

The nuclear deterrence, he said, had been augmented by the second strike capability, efficient delivery systems and effective command and control system.

He did not explain any specifics about the second strike capability, which could be sea, air or land based.

It is still unclear if Pakistan was any closer to the submarine based ‘assured second strike capability’ for stable deterrence, particularly at time when India has already made the moves towards it.

Discussing Pakistan’s second strike capability, President SVI Dr Zafar Iqbal Cheema said that Pakistan had improved its second strike capability.

Pakistan’s second strike capability, Dr Cheema said, has been augmented by deployment of Hatf-VII/Baber nuclear capable cruise missile that is launchable from aircrafts and conventional submarines. It is further fortified by the deployment of Hatf-VIII/Ra’ad air launched cruise missile, he added.

Technically speaking, he maintained, the best mode of second strike capability is submarine launched ballistic missiles (SLBMs), which neither India nor Pakistan have deployed as yet.

With huge lead over India in industrial, scientific manpower research and manufacturing strength , achieving second strike capability by Pakistan is but natural. Indians will try to catch and match the capability but with their inherent industrial weakness ,it will take more than 2 decades to arrive at the level of Pakistan's advancement.

This is not non sense at all but this is tiring efforts of our Engineers and proud of our nation.Minimum deterrence is vital to keep India at bay. India has tested the K-15 & K-4 SLBMs, K-4 being the more advanced and with a range of 3000km. Both of these missiles have been successfully test fired from underwater pontoons (http://thediplomat.com/2014/05/india-inches-closer-to-credible-nuclear-triad-with-k-4-slbm-test/). The Arihant, India's indigenous nuclear powered submarine is currently undergoing sea trials. Arihant will be carrying the K-4 most probably, after the trials are over which should be not more than a year away.

There is a saying that Thundering clouds seldom rain. If you are secure you need not worry. I think India is very successful in it's policy. Keep the war rhetoric on. It only affects the fringe areas in India. Meanwhile the major Industrial areas will keep driving the growth and excess money can be invested in fringe areas. On the other hand this rhetoric affects right in the heart of Pakistan. With a population difference of 6 times, the GDP difference in 8 times at present, will become 10 times in 2020 and and will become 15 times in 2030. On top of that the Population of Pak is exploding in Pak. The difference of 6 times will be reduced to 5.5 times by 2030. At such a differential level at 10 strike capability will not be of much use.

Let me tell you, that funds for education poverty alleviation etc. are already there but are devoured by government vultures. It is the credibility of forces that these funds are not being misused otherwise there could also be no funds available for minimum deterrence. Secondly what do you think why USA has been able to develop economically, is it because its economic policies are very good (with 18 K Billion debt) no because it has the power to destroy whoever says that he will not let US companies do business in his country.... India’s aggressive nuclear capabilities are coming of age with sea-trials for its first ballistic missile submarine. Pakistan’s rise as a naval power has been in part a reaction to India, for Pakistan, and the rationale for developing a naval nuclear capability is to acquire second-strike capability against India and this would also provide the country with greater strategic depth.

It is always a progression and the next would be the use of laser etc to stop missiles from getting launched or misfiring on the country of origin itself which countries like US , Israel and to a smaller extent even India are already working on

We live in fool's paradise. Yes we need to prioritise our problems poverty, education, health etc...But we also need to learn from our history about our hostile neighbor. There is nothing wrong about bragging our Strike Capabilities, such bragging shuts the mouth of those who wants war (on both sides). And yes my Indian fellows say that India has no first use policy, same is signed by Pakistan, but we see shelling and use of ammunition everyday on the border..Was it not yesterday when one of our soldier martyred by Indian forces... If India is serious and willing to resolve contentious issues with Pakistan including core issue of Kashmir, (the approach civilised world is adopting), there may not be a need to keep even such a large conventional force on both sides of the borders, what to talk of nuclear capability. It will remain a compulsion or need based on the environment we are living in. Unfortunately, when Indian forces or their leaders try to show their muscles, the the befitting response becomes the compulsion. If we want to improve the condition of our people, ( a rational approach), we should try to bridge the gap, talk and resolve the pending issues, as I stated earlier like a civilised world, we can move to the right direction quicker than the rest of the world.

The most significant and dangerous aspect of new Delhi's proposal is to lock Islamabad in a situation in which Islamabad's nuclear weapons lose their deterrent value. Given India's overwhelming superiority in conventional forces, the only way for Pakistan to avoid becoming victim of Indian aggression is to hold out the threat of nuclear response to an Indian conventional military attack on the country. Pakistan's acceptance of a first-no-use offer by Indians will leave Pakistan totally vulnerable to the possibility of it being overrun by India in a future war between the two.

Pakistan would never have acquired nuclear weapons. They only did because India went down that line first. Pakistan had no choice. Pakistanis should be proud. They are not Iraq or Syria. India's consistent belligerent and hegemonistic attitude demands an appropriate response mechanism. This is good news. It'll keep them in check till they cook up some other diabolical scheme. Our sovereignity has never been recognized by them, therefore, never put your guard down-this is what has kept them at bay.........!

India since longer have been enjoying the conventional superiority over Pakistan and always has been in the provocative mode in order to make the order to get involved in some conventional rivalry. Pakistan is a peaceful country though, and seek for extending friendly relations with its neighbor but India's continuous violations at the border and its provocative attitude towards Pakistan actualy wants a reply from the other side. And for Pakistan this is the very time to make it clear to its Indian counter part that any provocation or aggression would not go un-responded.

@Akram India has no first use nuclear arsenal policy means Pakistan is safe from nuclear till Pakistan don't use nuclear first. So my friend ask your Gov and Army not to use nuclear first and you will be safe from nuclear catastrophe.

Honestly no one will be a winner. I think it's about time both the countries should focus on making lives better of the citizens of respective country. I'm sure citizens are paying taxes to have better infrastructure, roads, electricity, a better lifestyle. I think younger educated generation of the world today do not want war. @Dove Denuclearisation is what the world should aim at. However remember that in the current scenario and impasse between us and our neighbour requires that to ensure no further wars Pakistan must maintain a credible nuclear force. Thanks to our history Pakistan can not trust India even if India gives up its own nukes unilaterally.

Pak need not have a second strike ability since India has a no first strike policy.....The world must force Pak to also adopt the same stance since Nuke war is not an option for either country or for the entire subcontinent.

@Inqelab Zindabad : Have you forgotten that, there was an undertaking by India made just last week during Border Security chiefs' meeting in Delhi that it would not fire cross-border first and went back on it and blatantly fired-first across the border into Pakistan, just a few days after?

Since both our independence, world is playing while creating hurdles between both the countries. Was there in history an instance where supremacy prevailed for long. Starting Alexander till recent Hitler. We don't need China or America to boost ties between two countries. I believe with greater cooperation All of Indian sub continent can become golden place in entire world. If we had this mind set several decades in past, wouldn't have lost so many lives and a ruthless destruction of a beautiful country like Afghanistan.

@Suhani During indian general elections modi repeatedly stated publically that India will talk to all his neighbours behaving neither holding head high or down but talk straight as equals. During 15 months he has shown enough maturity to bring pakistan on the table but we fail to understand why talks for peace are still alluring.

This obsession with nukes is MADdening. Envisaging Mutual Assured Destruction, through first or second strike is really maddening for people whose first strike, in fact every strike, should be on backwardness. Friendship may be a bridge too far but absence of war and conflict should certainly be achievable,
