SIALKOT, Sept 25: Two months have elapsed but the Civil Lines police could not present a complete challan of the Sialkot jail tragedy before the special anti-terrorism court, Gujran-wala, where the trial is being held.
During their last appearance, heads of police probe teams had assured the judge that the complete challan of the case would be presented before court during the next hearing.
Talking to Dawn on the condition of anonymity, some senior police officials said the complete challan would be presented before the ATC on Sept 27 by the Sialkot police.
Four civil judges and five prisoners-cum-captors were killed during a shootout in Sialkot district jail on July 25. The Civil Lines police had registered a case on the report of Sialkot senior civil judge Muhammad Yousaf Ojla under sections 302, 324, 353, 342, 190, 148 and 149 PPC.
The judge initially had blamed the jail officials for the loss of precious lives during the police commando action.
The FIR said that the jail tragedy was the outcome of the negligence of Sialkot jail officials as no one could take weapons in prison without their malpractice.
Later, the senior civil judge filed a supplementary statement, accusing then Gujranwala range DIG Malik Muhammad Iqbal and Sialkot DPO Amjad Javaid Saleemi of taking a wrong decision of commando action. He said the jail tragedy could have beeen averted by prolonging negotiations with the accused prisoners.
All the accused jail officials had already been jailed in the light of the FIR, but nobody was ready to tell that when and who was going to arrest them officially.
Official sources said that almost all the probing teams had finalized their inquiry reports.
The Sialkot district bar association, led by president Chaudhry Munawar Warraich and secretary-general Shamshad Ahmad Bajwa, are continuously demanding the arrest of accused police officials.
The only development that have come about after two months of the jail tragedy is that Sialkot district and sessions judge Chaudhry Zafar Hussain, the main target of the assailants, has been transferred to Okara. In his place Badaruz Zaman Chattha has been appointed as the Sialkot DSJ
Relatives of various prisoners complained that officials of Sialkot jail security were still busy in minting money from them for arranging meetings with their loved ones. These officials adopted inhuman attitude with the people who could not grease their palms, they alleged
When contacted, Sialkot jail superintendent Malik Shaukat Feroz denied these allegations. Overcrowding was the major problem of the district jail, but no one had paid any attention to resolve this issue, he said. The total capacity of prisoners in the district jail was only 600, but more than 2,530 prisoners had been kept here, he said.
