HYDERABAD, Sept 22: District Naib Nazim Nawab Rashid Ali Khan has accused the government officials of damaging the local government system and creating differences among the elected representatives.

He said that union and taluka council representatives must maintain their unity.

He was giving his observation in the district council session on Monday after a member informed him about an unpleasant incident with Taluka City Nazim Haji Moinuddin Sheikh.

Mr Khan pointed out that the elected representatives must assert themselves and foil conspiracies of the bureaucracy and added that the representatives must work hard for improving their image as they had to again approach their electorates.

He further said that the union and taluka council representatives worked hard during monsoon rains but the officials wanted to spoil their efforts through delaying tactics.

Calling for adopting a proper procedure for implementation of Rs10.5 billion development plan of Hyderabad district, he said that the amount would be misused if there was no check and balance over the officials.

Mr Khan proposed that the district council should also work as a monitoring institution to look after development works in the district and urged the members to shun their petty differences in order to become a powerful force.

He asked the UC representatives to submit reports of losses caused by rains in their areas before the house.

He also suggested that a committee should be formed by the district council to assess the damages and fix the responsibilities on the officials for the destruction of the city’s infrastructure. He said that a retired chief engineer and an individual from public should also be inducted in the committee.

Referring to no confidence motion tabled against a UC Nazim, Abdul Karim Talpur, he said that such resolutions, which were not in accordance with the Sindh Local Government Ordinance, were illegal and it had been clarified by the Sindh government through a letter addressed to the DCO by the provincial transition wing.

He asked Mr Talpur to submit a written complaint regarding convening of a meeting in his union council by a clerk.

Mir Ghulam Talpur said that gimmicks were being played by the taluka municipal administrations and the copy of the letter must be furnished to the TMAs.

The convener adjourned the session till Tuesday.
