HYDERABAD, June 26: The district council members have suggested the formation of a district divisible pool to disburse funds to union councils according to their requirements.

“The capital receipts of the Khushal Pakistan Programme, ADP, sugar cess, etc should be collected in a pool before their disbursement to the district’s 102 union councils,” suggested Q. Hakeem while discussing the budget 2003-04 here on Thursday.

He said union councils should send their schemes in August every year so that the same could be sent to the government of Sindh in February.

The members noted with concern that they should have been consulted before the preparation of the budget. Q. Hakim in his speech covered all the relevant aspects of the budgetary estimates. He pointed out that the budget was replete with flaws.

Mr Hakim said the salient points of the budget like capital income and receipts were missing from the document. He said the budget was not referred to the budget committee for discussion.

Opposing discretionary funds of Rs40 million for district the Nazim, the Naib Nazim and the DCO, he said the Sindh Local Government Ordinance (SLGO) did not mention such allocations.

Azizullah Memon questioned why funds were not allocated for dispensaries of defunct district council? He asserted education of growers about pest management.

Dr Saifur Rehman demanded allocations for the Iqra girls high school. He suggested that the basic health unit (BHU), Site should be upgraded to 50-bed hospital.

M. Parkash said there were inadequate funds for minorities in the budget. Badrun Nisa Qazi said the officials were more concerned about the bills of their utilities and least bothered about the plight of people.

POLICE: The regional police officer of Hyderabad region on Thursday urged the officials of the investigation wing of police to improve the process of investigation to come up to the expectations of the people.

Presiding over a meeting of all the DPOs, operations and investigations, of seven districts of the region at the office of the DPO, Hyderabad, RPO Ghulam Mohammad Malkani expressed satisfaction over the performance of the police and asked them to hold open kutchehries in their areas to improve relations between the police and general public.

He called for strict implementation of the Police Order 2002 and elected representation should also be taken into confidence for ensuring justice to the people.

He said enforcement of ban on gutka and mainpuri must be ensured at all costs and the violators of the ban should be taken to task.

The DIG, operations, Mushtaq Shah, additional IGs Waliullah Dal and Syed Ahsan Shah, also attended the meeting.
