HYDERABAD, June 18: The Nazim, Latifabad Taluka, Abdul Jabbar Khan, has proposed to the National Reconstruction Bureau (NRB) to allocate funds directly to the union and Taluka councils in order to facilitate them to run their day to day affairs for making the district government system successful.

He put forward this proposal to the chairman, NRB, Danyal Aziz, at a meeting held at the Governor House on Tuesday in Karachi.

Talking to this correspondent on Wednesday, the Taluka Nazim said that in the last two years both these tiers of the district government did not receive a single paisa directly in their accounts, and added that the Taluka councils had been playing the role of post office between the district government and union councils as they were supposed to forward the latter’s schemes to the former.

He informed the NRB chairman that for running the municipal functions, the Taluka councils had no funds, making it difficult for them to ensure the smooth working of the municipal administration.

About the offices of Taluka councils, he told the meeting that new Talukas were established in Hyderabad district but they were not given separate offices and were made to work in the buildings of other departments.

Referring to financial problems, he said that in spite of the fact that the Zeal Pak cement factory had been falling in the Deh Meath of Taluka Latifabad but his council was not being given the share of taxes and the factory continued to give taxes to the Sehri union council of Hyderabad Taluka (rural).

The Taluka Nazim brought it on record in the meeting that the share of the Taluka Council Latifabad from Rs20 million of the property and betterment tax, octroi tax was disbursed among the employees of Taluka councils by the Taluka City Council Nazim for clearing their dues of salaries.

He said that the federal government must allocate an additional amount of Rs20 million in the head of octroi tax.

He said that this amount was to be utilized in the development works.

About women council members, he said that they had no offices and were not given any funds.

He said that these women also put pressure on Taluka councils to seek funds for them so that they could serve women as they had been given 33 per cent participation in the government.

The meeting was also attended by district Nazims of the province and the Sindh governor, Dr Ishratul Ibad.
