KARACHI: The Supreme Court was on Thursday moved to initiate contempt of court proceedings against the provincial police chief and an SSP for posting junior police officers on senior position in violation of the apex court’s landmark judgement in the case of out-of-turn promotions and posting of officers on deputation.

The contempt application against Inspector General of Police Ghulam Haider Jamali and Sukkur Senior Superintendent of Police Tanveer Tunio was filed by Niaz Ahmed Khoso, a senior police officer presently posted at a Federal Investigating Agency (FIA).

The applicant said that IGP Jamali posted Tanveer Tunio, a grade-18 officer, as the Sukkur SSP, which was a grade-19 post, despite the fact that as many as eight senior officers were awaiting posting in the Central Police Office. The grade-19 officers are Asif Aijaz Shaikh, Ahmed Yar Chohan, Imran Shaukat, Tanveer Ahmed Tahir, Qamar-uz-Zaman, Javed Soonharo Jiskani, Sharjil Karim Kharal and Iqbal Dara.

Niaz Khoso, a former SSP of the Crime Investigation Department, said in his application that nine more grade-19 police officers were working on various grade-18 posts. They are Tanveer Alam Udho, retired Captain Muhammad Asad Ali Chaudhry, Muzaffar Ali Shaikh, Faizullah Korejo, Naveed Ahmed Nasir Khawaja, Zulfiqar Ali Mahar, Junaid Ahmed Shaikh, Naeem Ahmed Shaikh and Saqib Ismail Memon.

He said that the judgements of the apex court passed on June 12, 2013 and Jan 5, 2015 in the Criminal Original Petition No. 89/2011 and other connected petitions and the Civil Review Petition No. 193/2013, respectively, were not complied with despite the court’s observation that no discrimination should be made amongst civil servants.

The applicant submitted in court that SP Tanveer Tunio was the junior most amongst the grade-18 police officers but was posted as the Sukkur SSP Sukkur, which was a grade-19 position.

He claimed that SSP Tunio was posted on a higher post due to his political influence.

The applicant police officer said that SSP Tunio was at serial no.101 as per the seniority list of grade-18 police officers and he was not eligible for the grade-19 post.

He said that IGP Jamali totally ignored the criteria as mentioned in the reported judgements of the apex court. He said that the provincial police chief also ignored the fact that eight grade-19 police officers were awaiting postings.

SSP Khoso alleged that the respondents intentionally and with mala fide intention violated the apex court’s judgements.

He prayed to court to initiate contempt proceedings against the IGP and SSP for violating the apex court’s orders.
