LAHORE: At least 60 people were killed on Sunday in a blast near the Wagah border, the responsibility of which was claimed separately by the outlawed Jundullah and TTP-affiliated Jamaat-ul-Ahrar outfits.

Victims include 10 women and seven children, while more than 110 people have been injured.

Punjab police chief Inspector General Mushtaq Sukhera told AP that the bomb exploded outside a restaurant near a paramilitary soldiers' checkpoint at Wagah border on the outskirts of Lahore city. He also added that the explosion could have been the result of a suicide blast.

Lahore police chief Amin Wains confirmed it was a suicide attack. “People were returning after watching the parade at Wagah border when the blast took place. Ball bearings were found at the scene,” he said.

Emergency has been declared at all hospitals in Lahore. Prime Nawaz Sharif has taken notice of the explosion and called for a report on the incident.

Wagah is the only road border crossing between the Indian city of Amritsar and the Pakistani city of Lahore.

An Indian security official told Reuters that the Indian side of Wagah border is “safe” after blast on Pakistani side.


TTP splinter groups claim responsibility


The Jamaat-ul-Ahrar splinter group of the proscribed Tehreek-i-Taliban Pakistan (TTP) claimed responsibility for the Wagah border attack as its spokesman Ehsanullah Ehsan, speaking to Dawn on telephone from Afghanistan, said it was carried out by one of their men.

When asked if it was more than one suicide bomber, he said one man carried out the attack.

"We will continue such attacks in the future," Ehsan said.

"Some other groups have claimed responsibility of this attack, but these claims are baseless. We will soon release the video of this attack," he said.

"This attack is revenge for the killing of innocent people in North Waziristan," the banned militant group's spokesman said.

Earlier Jundullah, another outlawed group which was behind a suicide bombing that killed at least 78 Christians at a church in Peshawar last September, had also claimed responsibility for the Wagah border attack.

The spokesman of the splinter group of the TTP Ahmed Marwat via telephone said that the attack is a reaction to military operation Zarb-i-Azb and Waziristan operation.

Jundullah and the much larger Pakistani Taliban are among loosely aligned militant groups that frequently share personnel, tactics and agendas. Claims for specific incidents are often hard to verify.

The group has claimed various attacks including the October 23 attack on Maulana Fazlur Rehman in Quetta .

On September 22, 2013, a twin suicide bomb attack had killed 127 people at a Peshawar church. This was the deadliest attack on the Christian minority in the history of Pakistan. Jundallah had wasted no time in accepting responsibility of this attack too.

18 Shia Muslims traveling from Rawalpindi to Gilgit-Baltistan on a bus in February 2012 were stopped in Kohistan and massacred based on their religious affiliation by individuals dressed in Military uniforms. Jundallah had also claimed responsibility for the act by contacting the media.

In June 2013, Jundallah had claimed responsibility for the killing of tourists and their Pakistani guide in Gilgit–Baltistan. The tourists were mountain-climbers who had hoped to climb Nanga Parbat. The dead included five Ukrainians, three Chinese, and their guide.


Scenes at the hospital


As most of the dead and injured were shifted to the nearby Ghurki Hospital, reporters said the premises was swarming with police, security agencies and the families of victims.

Hospital administration confirmed that at least 40 dead and over 50 injured have been received by hospital authorities.

“We received 35 bodies including those of women and children and 60 to 70 were wounded,” Deputy Medical Superintendent of Ghurki Hospital near the Wagah border crossing, identified only as Dr Khurram, told domestic television channels earlier.

Later, medical superintendent Dr Iftikhar confirmed that over 100 people have been brought to Ghurki Hospital. More injured have been shifted to Lahore hospitals as GH does not have the capacity to treat further patients.


Timing of explosion


The explosion reportedly took place as the Rangers concluded the ceremony at Wagah, and the flags were being lowered.

For years, a military flag-lowering ceremony that takes place every evening at the Wagah border post, which draws crowds of partisan tourists who cheer every hostile strut and stare traded by the border guards on both sides.


DG Rangers confirms suicide blast


Director General Rangers Punjab Khan Tahir Khan confirmed that the explosion is a suicide blast.

"The parade venue is about 600 metres ahead of the blast site. Because of the strict checking the suicide bomber detonated the bomb away from the parade venue."

Footage shows shops and nearby buildings destroyed at the site of the blast. Security and rescue personnel rushed to the site of the blast.

Journalists have been instructed to clear the area, which the Rangers have cordoned off for security reasons. Forensic teams are currently present at the site and are collecting evidence as part of the investigation.

An eyewitness speaking to DawnNews said people were coming out of the shops when the bomb explosion took place."There were several bodies at the scene of the blast. It was a very powerful blast.”

Initial reports are that the suicide bomber was 18 years old. At 18, I was just finishing school and looking forward to college life. While life was ahead of me and I had a sense of optimism. What kind of life did this 18 year old have that he was willing to give up everything and for what? Killing random innocent people? We are told these people are brainwashed but what are they brainwashed about? Killing random fellow citizens and losing your own life in the process? I just can't understand it.

Every Pakistani now should watch out and get notice of every individual who comes from other cities of our country and info to the law enforcement agencies. As nation we are not performing our duties and if we help our security forces then we might not face this kind of situation.

The government of Pakistan should now take action against those illegal immigrants, who live without authenticated documents and roaming around allover the country.

Please i request and protest from concern that they should cancel all Afghan refugees card and send them back to their country. After that all the law enforcement agencies should announce/request through TV channels to the public of Pakistan that they should report, if any refugee or foreigner living in their street or any hotel in Pakistan.

Please send them back to their country and all the refugee camps have to be closed.

My heart goes to innocent victims and their relatives. They are made to pay for this when elite VVIPS on both sides get additional security leaving no security for common people. I wish Pakistan emerges strong from this in resolve to weed out terror from its border. I hope Government in respective country is made to pay heavily as compensation, so they start taking hit on their balance sheet. I also hope that both Government stops the circus on the Wagaha border where both sides soldiers are required to act like jokers to stomp their feet and show aggression to other side so stupid people clap and cheer in jingoism. Do we need this circus to be played every day and in what way this makes either country stronger. Ban this stupid practice and why they need to raise and lower flags daily. Both countries should agree to disagree and reliaze while they cannot be friends at least try to be not enemies.

Condolences to those who have lost their loved ones in this cowardly attack. I shouldn't be saying this- but these battery's belong to no one. No religion or country. They have their own agenda. India felt the heat in late 90s and early 2000s by the same terrorists.
Hope the Pakistani army generals realise that being selective on their approach towards terrorism is a fundamentally wrong move. The americans did that and created Osama and Then ISIL . Pakistan supported them well through the 1990 (your deceased leader has accepted it on camera- miss bhutto), now they are targeting Pakistan. And it's always the civilians, who are on the receiving end. (who are busy earning their breads and gain some little happiness in life). While the army plays it's dirty games which includes undermining the civilian govt on important security and foreign issues, they are utterly incapable of protecting their own citizens. Peace be!

On the same note - there is no good taliban or bad taliban. There is just taliban.

I have got to believe the terrorist exploded his bomb on the Pakistani side because he was stopped by the Pak Army guys. Had they let him/her through, it would have exploded on the Indian side. Storms bring destruction but from there rises fresh vegetations, it sweeps away the old and dilapidated structures and trees, but lays the ground for new trees and structures. Nisar as well as Punjab Police IG are saying or rather boasting that they had intelligence information about the blast at Wahga while one would think that both of them should hang their faces in shame that if you had intelligence then why could you not pervent it from happening. How does it make possible for them to score points on having intelligence. Is it that they are blaming Rangers and there by washing their hands off the this blast.

As a citizen, I would like to ask Ch. Nisar and Punjab IG that if you knew it then it was your responsibily to do something about it. You can't wash your dirty hand off the responsibilty by saying that we had informed rangers.

It is not an ordinary incident as your newspaper highlighted growing threat of ISIS in Pakistan on Sunday. ISIS is a squad of most brutal killers and it was the most appropriate time to show their strength in Pakistan. They deliberately avoided attacking the procession as they are vehemently accused of fanning Shia-Sunni rift. The government also found it easy to let the blame go to Jundullah and TTP who had previously claimed responsibility of such killings. The killers achieved their objective by causing colossal loss of human life.

It is easy to dismiss all of them as idiots who were wrong about everything and all their ventures were losses. However it maybe that these losses, whether limited or absolute, were absolutely necessary for the military to keep claiming the lion's share of the nation's resources. In some way, it seems almost logical for the generals to plan for these losing ventures as it enables them to keep the nation firmly in their grasp.

Yet another tragic event in beautiful Pakistan. Heartrending to see scenes of people looking for their loved ones, and others grieving over loved-ones killed. When will peace descend on Pakistan? May the innocent dead RIP!

It is not clear what these suicide bombers are trying to achieve.

OTOH, military operations alone cannot completely resolve this ongoing problem, nor mere peace-talks with these indoctrinated individuals. This has been a problem for more than a decade now. Finger-pointing will not help, and band-aid will not work. What are the Pakistani government's short-term and long-term strategy to eradicate this cancer from its' society? It is not clear or no one is talking about it coherently. At the minimum, the strategy should aim at comforting Pakistanis, and the rest of the world, that things are being addressed in a cohesive manner. There has to be a cross-departmental organization that articulates a long-term vision for resolution under a civilian authority that addresses this social menace at all levels - including economic, education, legal, foreign-policy, and administrative reforms. There must be serious introspection and no sacred cows (e.g religious education) that cannot be touched.

Unfortunately history in most of the non-western world never talks of that, and instead celebrates "glorious past of milk and honey". Any attempt to look at the negatives in our history is always looked at as treason and pandering to the evil west. Now this vision of "Glorious past of milk and honey" is a source of inspiration for all these jihadis, neo-nazis, etc etc. Given the incredible power that emperors, kings and feudal lords enjoyed, and the sheer poverty in which the general populace of cultivators and artisans lived in ancient times, you can very well imagine the deprivation and exploitation they would have suffered. I would say that the average individual never had it so good as in today's modern democracies. However instead of celebrating that, we still celebrate a mythological "Glorious past of milk and honey", and have an industry of regressive charlatans trying to convince us that going back to those horrible times is not only desirable, but also a divine duty.

Watched India-Afghanistan- Pakistan debate on Terrorism organised by TOLO News in youtube. The civilians participated from each side have a story of their suffering and losses due to terrorism. It was so painful when one Pakistani guy told that he lost 6 members from his family including a 3 year old baby. There were blames and I believe there were mistakes committed in past that resulted in this present form of terrorism.

I think though it would be difficult, it is high time that we all move forward keeping the past as it is for better future. Nobody would like their children to face this current situation for what few did in 1947 or 1971 or post Afgan war. Why we or our children have to pay with their lives for actions of few done, when we were yet to born.

Whether the terror group that carried out the attack was Jundullah or Al Ahrar, since both claim it, is irrelevant. These terror groups keep sprouting branches and stems as well as keep changing their name board, fooling nobody. For years the international community has been pleading with Pakistan that there are no good terrorists/bad terrorists or good Taliban/bad Taliban ---- all of them snakes with venom of varying toxicity. However Pakistan's strategic thinkers and policy makers have been loathe to root out the menace from the roots, that more Pakistani citizens have died than supposed enemies in neighboring countries being of no avail. When policy makers and their terror assets share the same mindset and ideology, we get a cauldron like Pakistan. Such intellectual bankruptcy and impotency in taking the bull by the horns is shocking.

High time to rip the mask off the many religious institutions and charitable organizations masquerading as messiahs and providing shelter, succour and recruits to the terror groups, alongside radicalizing the youth with distorted facts, history and conspiracy theories. Wake up to the monsters within, lethargy and inertia is proving very costly.

My heartfelt condolences to the families of the bereaved, please forgive me as I am helpless to do more. The loss of a single innocent life is a calamity, something these savages killing in the name of religion will never understand. Without a Soul and conscience, humanity is dead.

They need money to finance, access to arms and ammunition and above all, people (recruitment) to carry out their plans. Cut the source and these organizations will go away. Simple as that. Educate the masses both religious and school. Give them jobs. Create a system in such a way that the people stay busy and give them a reason to live.
