KARACHI: ADB study on KWSB privatisation explained

KARACHI, Nov 14: KWSB managing director Brig Iftikhar Haider said on Tuesday that privatization was not an option as the KWSB considered water and sewerage service as social responsibility of the government and to accomplish that responsibility the utility would retain ownership and responsibility of all infrastructural facilities of water and sewerage services.
Relating to ADB’s proposed corporate study, he said in a statement that the study was aimed at running the water aZnd sewerage utility organization in an efficient manner on at least no loss basis and for that institutional and financial reforms were to be made in the utility.
Allaying fears of downsizing in the wake of ADB’s study, he said it was considered that at present there was a huge shortfall of technical manpower vis-à-vis quantum of work and hence it was believed that by rationalizing the structure of KWSB, a large number of induction had to be made so that a responsive and capable staff was available to meet the consumer needs at union councils’ level.
Brig Haider said with a view to improving service delivery and response to consumers the contract management, resulting into public-private partnership as was being done now, would be enhanced further along with the institutional and financial reforms.
