KARACHI: City govt’s Rs42.686bn draft budget presented

KARACHI, April 17: City government’s draft budget of Rs 42.686 billion for fiscal 2006-07 was presented before the City Council which met with its convenor and the city Naib Nazim Ms Nasreen Jalil in the chair on Monday.

However, total volume of the CDGK’s draft budget also included KWSB’s next financial year’s budget of Rs5.305 billion. The KWSB’s current expenditures for the fiscal 2006-07 have been estimated at Rs4.250bn as against its development expenditures of Rs1,055bn.

The budget documents show CDGK’s total receipts at Rs 42.686.61 million as against its total expenditure of Rs 42.320.87m, indicating a surplus budget of Rs 36.574 million.

The draft budget will be deliberated in the house for around two months and the proposals to be put forth by its members would be incorporated before it is finally approved by the city council.

It shows that the CDGK’s grants/releases from Sindh government as its major source of income which stood at Rs 13.835 million and these include Rs2 billion under the head of annual development programme (ADP), Rs11.9b for the develoved departments of Sindh government and Rs2.52b to be transferred by the government as share of Towns and union councils of the megapolis.

A major allocation of Rs 16.029 billion has been made for CDGK’s Works and Services Department followed by Education which comes to Rs 8.815b, Health (Rs2.869b), Coordination (Rs1.093b), Mass Transit Cell (Rs1.059b), Revenue (Rs652 million), Community Development (Rs 414m), Finance and Planning (Rs404m), Transport and Communication (Rs320m), debt servicing and pension fund (Rs279m), Master Plan (Rs162m), Naib Nazim and Council Secretariat (Rs123m), Agriculture (Rs117m), Information Technology (Rs56m), Nazim Secretariat (Rs41.90m), Law (Rs 20.39m), Investment and Enterprise (Rs19.76m) and Literacy (Rs8.53m).

A huge amount of Rs9.893 million have been earmarked under the head of Tameer-e-Karachi Programme (TKP) and the developments to be undertaken during 2006-07 include construction of roads, flyovers, bridges, drainges, crisis centres, master plan for water supply, solid waste and other upliftment projects.

The other major allocations have been made for detailed study on private/public partnership-based environment friendly public transport system for which Rs one billion has been earmarked, development and improvement of inter-city, towns and union councils roads and inter-sections Rs 400 million, improvement and maintenance of roads, footpaths etc Rs 300 million, construction of parking plaza Rs 200 million, development/ improvement of various parks of city government Rs 181 million, development works citizen community board Rs 150 million, development of inter-towns roads in City District Rs 130 million, purchase of fire tenders Rs 126 million, Karachi Institute of Heart Diseases (KIHD) Rs 125 million, Karachi Medical and Dental College (KMDC) Rs 11 million, construction of Azeempura Road Rs 100 million, construction and development of Banaras inter-change Rs 100 million.

In addition to this, Rs100m have been allocated for implementation expenditure for rail-based Karachi Mass Transit System (Corridor No 1); Rs 70m for construction of Maulana Shaukat Ali Road; Rs 54.60m for plantation at major roads/roundabouts of the CDGK; Rs50m for renovation and widening of Hawkesbay Road from Grex Village to Hawkesbay beach; Rs50m for the provision of electricity on major roads; Rs50m for construction of an underpass near FTC flyover; Rs50m for setting up city diagnostic centre; Rs 45m for construction/ improvement of desilting of storm water drains/nullahs; Rs30m for construction of inter-city bus terminals; Rs 30m for construction of new fire stations; Rs30m for construction of parapet wall at expressway; Rs30m for construction of Road 4000; Rs30m for construction/ improvement of garbage transfer station; Rs 30m for purchasing ventilators for the Abbasi Shaheed hospital’s ICU; Rs20m for launching housing schemes; Rs 20m for revitalization of government educational institutions; Rs 20m for improvement and construction of road from country garden to Qaviabad; Rs 20m for construction of road from Gulshan Chowrangi to Disco Morr; Rs20m improvement of Sarhad (PSO) Surjani Town Phase-II Manghopir; Rs 20m for specialized diseases hospital; Rs20m for providing electricity on Sharea Faisal; Rs20m for providing basic service facilities in the areas of district council included in the CDGK; Rs20m for construction and development of fish acquarium; Rs20m for setting up of CDGK’s school of physiotherapy; Rs 20m for providing facilities for treatment of the psychological diseases by establishing units in major hospitals; Rs20m for providing basic health facilities in rural areas/Goths; Rs20m for development of Safari Park; Rs15m for development of women library; Rs15m for reconstruction of Khada Market; Rs15m for rehabilitation of healthcare centres, basic health units, child and mother units; Rs15m for construction of indoor gymnasium at sports complex; Rs15m for rehabilitation of maternity homes/ purchase of equipment and furniture; Rs15m for upgradation of existing schools into model schools; Rs15m for improvement and rennovaiton of hospitals, maternity homes, dispensaries and clinics; Rs10m for KMDC Phase-II; ; Rs10m for the construction of KIHD’s building Phase -II; Rs10m for setting up of industrial farming state; Rs10m for construction of Aiwan-i-Riffat; Rs10m for construction and improvement of graveyards; Rs10m for setting up of chest pain centre; Rs10m for FTC right-turn flyover; Rs10m for construction of market and complexes/ projects in city district areas; Rs10m for purchase of heavy machinery for central pool; Rs10m for construction of fire station at Gulistan-i-Jauhar and Rs10m for setting up of women university.
