KARACHI: Police safety body for Karachi delayed

KARACHI, April 26: The present government has issued 5,063 arms licences in the province, out of which 2,110 were issued in Karachi alone. This has been stated by the Sindh Chief Minister Ali Mohammad Mahar in a written reply to a question by MPA Aziz Ahmed Jatoi.

As no discussion took place, members were denied the opportunity of putting supplementary questions, but the written replies tabled in the house revealed that after Karachi, Dadu was on top of the list where 504 arms licence were issued. Hyderabad was third on the list with 490 followed by 373 and 300 in Larkana and Nawabshah, respectively.

To a question, by Ms Fariha Razzaq Haroon regarding permission to use tinted glasses in the vehicles, the house was informed that no such permission had been granted. However, the member was informed that the government had issued instructions to law-enforcing agencies for strict and uncompromising checking of vehicles with tinted/coloured glasses and removing tinted covering.

Accordingly regular action through special campaigns was being taken by the Traffic Police against use of tinted glasses. As a result, as many as 6,758 cases of tinted glasses were detected and challaned during the year-2003, he said.

Abdul Rahman Rajput, who wanted to know whether new Police Act which included prosecuting and investigation, had been implemented in all districts of Sindh, and Police Safety Commissions were constituted in all areas, was informed that the new Police Order include Prosecution and Investigation, had been implemented all over the province.

The house was also informed that Public Safety Commissions had also been constituted in all districts of Sindh, except Dadu, Sanghar, Ghotki and Karachi. Dr Mehreen Razzaq Bhutto, who had sought district-wise details of the women murdered in Sindh on account of Karo Kari was informed that in Hyderabad region three women were killed in karo kari in Sanghar whereas 16 were killed in domestic violence.

Sukkur region topped the list of karo kari killings. In Jacobabad, 14 such incidents were reported whereas in Sukkur, the figure was 12, Ghotki 11, Larkana eight, Shikarpur 11, and Nawabshah with five, was on top.

In reply to a question by Ms Nasreen Chandio who had sought details of abduction of a passenger bus plying between Karachi and Sukkur on Sept 20, 2003, and what action had been taken in this regard, the house was informed that the incident had taken place in the jurisdiction of PS Hala District Hyderabad. In this regard, Case FIR No. 90/2003 u/s 395 PPC, read with 17(3) EHO was registered at PS Hala on the complaint of one Maqsood.

During the course of investigation, accused persons namely, Mushtaq son of Ghulam Hyder Rind and Noor Hassan and Ali Hassan Rind were arrested and looted articles were recovered.

Dr Mehreen Razzaq Bhutto, who had asked whether it was a fact that due to tribal clashes and infighting between local clans, law and order situation in Kingri taluka, particularly in Pir Goth, District Khairpur, had worsened and crime had enormously increased, the chief minister in his written reply said the law and order situation of taluka Kingri was unpleasant due to existing dispute between Nareja and Jagirani tribes.

In this regard, he said, police had devoted full attention and gave immediate priority to resolving the issue by amicable settlement of the tribes. As a result, the situation was normalized and no untoward incident took place from both sides of feuding parties. As the dispute had been resolved through adjudication, the law and order situation was now peaceful and well under control.
