SWABI, Sept 4: The decision of Chief Minister Akram Khan Durrani to put Rs1 billion on his own disposal had pushed the 24 districts of the NWFP into financial constrains.

District Naib Nazim Mohammad Jamil here on Thursday told Dawn all the district governments in the past were told that the provincial finance commission (PFC) would distribute the funds among the districts and the provincial government, but there was no mention of putting the special funds under the discretion powers of the chief minister.

This decision would create problems for Nazims, he said.
