KARACHI: Four more towns present budgets

KARACHI, June 30: The town administrations of Lyari, Landhi, Keamari and Gulberg on Monday announced their budgets for the fiscal 2003-04.

The budget documents of Lyari Town’s next financial year show its estimated revenue plus capital income at Rs372.93 million as against its total expenditures of Rs372.89.

According to budgetary proposals, a huge amount of Rs158 million will be spent on Establishment, Rs104.7 million on contingencies, Rs40 million on Liabilities) and Rs 18 million on maintenance and repairs.

Highlighting the salient features of Lyari Town’s budget, Nazim Abdul Khaliq Juma, told newsmen that in all Rs 48.22 million have been earmarked for undertaking development works in the town.

Elaborating, he said that development works which include carpeting of roads and streets, installation of street-lights, development of parks and playgrounds, would be carried out under two different heads which include annual development programme’s Rs38.620 million and citizens community boards’ fund amounting to Rs9.6 million.

At the outset of his briefing, the Nazim deplored that although an important road of Lyari — Mirza Adam Khan Road — which serves as a link road for four towns, the city government was paying no attention to improve its condition.

He said he would strive hard to get more funds for the development of Lyari from both the City and Sindh governments.

Lyari Town’s Naib Nazim Malik Mohammad Awan accused the provincial government of giving the contract of Lyari’s Shah Abdul Latif Bhittai’s hall to a private party at an unjustifiably rate.

He demanded of the Sindh local government department to hand over the hall to the Lyari Town so that after its renovation, it could be rented out to residents of Lyari for marriage and other functions at much lower rates.

The Lyari Town’s municipal officer, Afaq Saeed, was also present.

LANDHI: A Rs280 million balanced budget of Landhi Town for the year 2003-04 was presented in its council.

The Landhi Town’s budget document show that it will receive Rs 180 million under the head of matching grant (previously known as octroi), another Rs30 million as its share from property and betterment tax, Rs 40 million balance payment to be received from the city government under the head of matching grant, balance payment of Rs10 million (property tax), besides Rs20 to be generated through its own resources and under the head of miscellaneous income.

The allocations made for different heads are: Establishment (Rs111.56 million), contingencies (Rs36.7 million), electricity charges (Rs20 million) and maintenance and repairs (Rs15.9 million).

Highlighting the salient features of the budget, Landhi Town’s Nazim, Mohammad Shahid, said the Town during next fiscal year would spend 71 million on constructing and repairing various roads and streets; incur Rs11.6 for the development of parks and Rs 8 million for street lights and other mechanical works.

KEAMARI: Nazim Keamari Town Zulfiqar Younus on Monday presented a budget of Rs181.050 million for the fiscal year 2003-04, adds PPI.

The Keamari Town Council session, chaired by convener Ali Mohammad and attended by town councillors, was informed by the Nazim that 56.1 per cent of the total budget has been earmarked for development work in the town.

According to him, major emphasis would be on localities where facilities of power supply gas and water are yet to be made available, adding that necessary allocations have been made under the Keamari Town budget for Nazim, Naib Nazim and councillors through provision of “discretionary allowance”.

With regard to non-developmental budgetary expenditure coming to around Rs79.457 million, the Nazim said of this very amount, Rs 62 million would be utilised for payment of salaries, while Rs10 million for renovation and repair and the remaining for relevant expenditures.

GULBERG TOWN: Nazim Gulberg Town, Farooq Naimatullah, on Monday presented a surplus budget of 282.816 million in the general session of town council and highlighted that Gulberg Town has become the first Town of Karachi to clear all its liabilities and they will be able to manage their expenses with zero debt from the fiscal 2003-04.

The session was presided over by Town Naib Nazim Usman Beg, where it was informed that the total expected income of the town is Rs283.863 million making the budget surplus by Rs.1.047 million.

Main income of the town is through shares received from City Government in lieu of octroi and other taxes, including property tax worth about Rs.80 million

Farooq Naimatullah informed that due to shortage of funds from the City Government the town budget for the last fiscal had to be reduced to Rs152.459 million from about Rs.220 million. He, however, expressed the hope that this year town would achieve its targets, adding that things have been streamlined this year.

However, this year town will be devoid of about Rs.4.3 million from out-door advertising since the department has been shifted to the City Government from towns but in access to Rs.80 million is expected from property tax.

The town Nazim informed that funds for development of electrical works in the town includes Rs17.3 million, Rs60 million for the construction and repair of roads foot-paths etc besides improvement of libraries and for betterment of parks and playgrounds and nurseries an amount of Rs.32.3 million has been allocated.

Farooq Naimatullah said that while the town had allocated Rs6.355 million for promotion of IT in the town, but networking of all departments and the UCs will be done after technical support from the concerned department of City Government.
