HYDERABAD, Jan 6: The Hyderabad District Council on Monday adopted two resolutions, felicitating the prime minister, the Sindh governor and the chief minister, amidst strong opposition from members of the Awam Dost Panel and the Al-Khidmat Group.
The meeting was called on the requisition of 38 members of the council.
The resolutions were tabled by Dr Ayaz Ahmad Arain and Yousuf Qureshi.
The council witnessed uproar as soon as the resolutions were taken up by the presiding officer, Abdul Rauf Jafri.
Rana Mehmood Ali Khan of the Al-Khidmat Group rose on a point of order and told the council he had also submitted an amended resolution on the subject but that had not been distributed among the members.
He said the resolution, regarding congratulating the prime minister, chief minister and the governor, could neither be presented nor considered as it had nothing to do with the provisions of the Sindh Local Government Ordinance 2000.
He also pointed out lack of quorum in the council, leading to an exchange of hot words between the independent and the ADP members.
The chair ordered the counting to know if there was lack of quorum but some ADP members left the council before the counting was completed.
Yousuf Qureshi, Dr Ayaz Arain, Q. Mohammad Hakim, Tanvir Siddiqui and Babu Ilyas said the resolution could be adopted as, they claimed, the quorum was complete.
The ADP members, including Shafqat Soho, Ms Firdaus Abro, Jiando Soomro, started shouting that since there was lack of quorum, the resolution could not be adopted.
Dr Arain read the resolution amidst rumpus. The presiding officer adjourned the session sine die, saying the resolution had been passed.
The ADP and the Al-Khidmat Group members gathered in the chamber of Nawab Rashid Ali Khan, the convener of the council to lodge their protest.
They said the way the resolution was claimed to have been passed was not in accordance with the provisions of the SLGO.
Meanwhile, according to a press statement, which was signed by 30 members of the council, belonging to the Al-Khidmat Group and the ADP, the meeting of the district council was not legal.
Those who signed the statement included Rana Mehmood Ali Khan, Sumera Akhlaq, Shahnaz Baqai, Irshad Bibi, Shafqat Soho, Lal Zahid Pathan, Imamzadi Mallah, Shaheen Akhtar and Shahida Ansari.
They condemned the adoption of the resolution and said the session should have been postponed as there was lack of quorum.
