KARACHI: Moin wants police trained on scientific lines


KARACHI, May 20: The Minister of the Interior, Lt-Gen Moinuddin Haider (retd), has said police should be provided training on modern scientific lines to enable them to effectively curb crime and maintain law and order.

He said this at a briefing here in the Central Police Office on Monday.

The minister also spoke of the efforts of the government to introduce reforms in the police system by restructuring it.

He said huge funds had been put at the disposal of the Sindh government for provision of modern equipment, vehicles, etc., so that the police force could maintain law and order in an effective manner. He also called for cleansing police of the black sheep.

The minister said the available data on all the vehicles at the national level was being collected and would be processed with a uniform number plate and code number so that they could be traced out easily.

With regard to car theft and hijacking, Gen Haider instructed that documents should be checked, and vehicles on open letters be checked especially.

He said people of good reputation from society be involved in the recruitment process for the police force.

Earlier, the IG Sindh, Syed Kamal Shah, gave a detailed presentation to the minister of the interior about the bomb blast on May 8, Daniel Pearl case, law and order situation, traffic improvement, training of police personnel and police reforms.

With regard to the disposal of terrorism cases from 1992 to 2002, he informed the minister that the Sindh police had detected 52.64 per cent cases. He said of the 1,759 cases registered during the period, there had been 926 challans and 48 convictions.

About the killings of doctors, he said since 1989, 34 cases had been detected out of 64 and there had been 30 challans.

He said of these cases, only 21 were of sectarian nature, 25 pertained to terrorism and 10 were the result of enmity.

The IG said after the reorganization of the Anti-car Lifting Cell, 190 cases of car theft/hijacking had been detected from Jan 1 to May 15 this year and 39 notorious gangs busted during the period, 206 accused were arrested, 119 four-wheelers and 55 two-wheelers recovered and the recovery percentage of four-wheelers was 50 per cent and that of two-wheelers 32 per cent.

He said during the same period there had been 141 encounters with bandits in which 35 gangs busted, 25 bandits killed and 597 bandits arrested. Thirteen police officers had been killed and 24 injured.

He said during the same period 4,341 absconders had been arrested and 381 proclaimed offenders and 143 patharidars also arrested.

He said during the same period, police recovered 122 Kalashnikovs, four hand-grenades, five rocket launchers, 301 shot guns, 82 rifles, 425 revolvers, 1,408 pistols, 10,043 rounds and 7,126 cartridges.—APP
