NAB files reference against Badar


LAHORE, Nov 3: NAB filed a reference to an accountability court against former federal minister and PPP general secretary Jahangir Badar on Saturday, enlisting five allegations of abuse of authority and corruption.

Mr Badar was produced in the court on Saturday. A copy of the reference will be provided to him on Nov 7.

Investigated by FIA, the reference alleges that Mr Badar as federal minister for petroleum and natural resources illegally and wrongfully passed orders between 1989-90 for the appointment of 205 people.

According to the reference, Mr Badar ordered appointment of 99 people in the Sui Northern Gas Pipe Lines Ltd (SNGPL), 74 in the Sui Southern Gas Company (SSGC), nine in the Oil and Gas Development Corporation (OGDC) and 23 in the Pakistan State Oil (PSO) in violation of rules.

He also allegedly passed orders to the PSO managing director for the installation of 61 PSO petrol pumps and gained favour for others.

The accused had also ordered issuance of 11 and 21 LPG licences in the SNGL and the SSGC respectively to different people to gain favour for them.

He is also alleged to have ordered to enlist 97 house pipeline contractors in the SNGPL without any rules and regulations and extending favours.

The accused had allegedly failed in 1990 as federal minister to prevent rendition of undue benefit of Rs8 million granted in favour of a contractor, M/s Amin Brothers Engineering Ltd.

NICFC: The National Accountability Bureau filed on Saturday interim reference against 13 former directors of defunct National Industrial Cooperative Finance Corporation (NICFC) for causing a loss of Rs1.8 billion to the corporation.

The accused include Chaudhry Tajammul Hussain, Chaudhry Abdul Majid, Maj Barkat Ali Khan (retired), Mehr Khudadad Khan Luk, Shaikh Muhammad Munir, Chaudhry Ghulam Rasool, Mujahid Zia Butt, Makhdoom Salahuddin, Muhammad Ejaz of Yunis Industries, Gujrat, M.A. Hamid Faizi of Faizi Industries, Climax Abad, Gujranwala, Syed Usman Khan Abbasi s/o Muhammad Daud Khan Abbasi, Sadiqgarh Palace, Ahmadpur, Muhammad Hafeez Abbasi s/o Haji Mahboob Khan and Syed Ali Asghar Shah s/o Syed Balawal Shah, Rawalpindi.

Out of the 13 accused, NAB has already accepted bargaining plea of Muhammad Hafeez Abbasi. Makhdoom Salahuddin is also bargaining with the NAB.

The NAB submitted that there were reports that the accused in connivance with the NICFC management caused losses to the cooperative through fraud and embezzlement of funds.

It was reported that a commission, constituted to make detailed inquiries in the NICFC affairs, had prepared a report and had placed the onus of losses on the management of the NICFC.

Special audit and inquiries by the Cooperative Societies registrar also revealed that the accused had dishonestly and fraudulently misappropriated NICFC funds, causing a loss of approximately Rs1.8 billion.

A report by the Punjab Anti-Corruption Establishment revealed that the loss was caused by the 13 accused.

The NAB will file a complete reference soon as investigations were under way.—APP
