Negligence detected in registration of FIRs: SP
ISLAMABAD: Negligence was found in registration of cases in all police stations in the capital, Director Media Islamabad police SP Mohammad Bilal told Dawn on Monday.
“The practice of non-registration of cases took place to show a decline in criminal activities,” Mr Bilal said, adding that non-registration of cases was one of the reasons behind removal of the station house officers of all police stations.
Checking of records of Rescue-15 and the police stations is in progress to trace and unearth more unattended complaints, he added.
Sources said an examination of the last three months’ record of Rescue-15 showed over 100 unattended complaints, including 38 relating to auto-thefts, eight thefts, seven robberies and one burglary in Saddar, Rural, City and Industrial Area zones. After assuming charge, Inspector General of Police (IGP) Qazi Jamilur Rehman received a number of complaints from citizens about non-registration of cases.
The IGP asked his subordinate officers for details who confirmed the practice of non-registration of cases.
On the direction of the new IGP, the deputy inspector general of police (DIG) examined the last three months’ record of Rescue-15.
Bakht Jamal, a property dealer, told Dawn that 12 armed men had raided his house in Tarnol on Sept 30 and looted cash and gold ornaments worth Rs6.9 million.
“I immediately informed Rescue-15 and also lodged a complaint with Tarnol police but they refused to register a case,” he claimed.
He said he visited the police station and the office of the SP and SDPO several times but no one entertained his complaint.
Mohammad Ilyas, a government official, said three armed men intercepted him in G-9/2 and snatched cash and valuables worth Rs50,000 in December. He informed Rescue-15 and also lodged a written complaint with the Karachi Company police station for registration of a case.
“I visited the police station six times but every time the police, including the SHO, asked me to come later and never registered a case,” he said.
A bank official, Agha Dildar, said four people looted cash and snatched a motorcycle from him in H-13 near Nust University on Dec 12. He approached Rescue-15 and the area police but his case was not registered. A police spokesman said DIG (Operations) Afzaal Ahmed Kausar reviewed phone call data of Rescue-15 of the last quarter of 2020. He said FIRs on 61 complaints pending there have been registered after the data review while the process of registration of other cases is underway.
