There needs to be reform at several levels. Everyone will have to do their job. The Parliamentarians need to pass anti gun legislation. The executive would need to increase the capacity of law enforcement and intelligence by investing money in their equipment and manpower if this is infact a genuine issue as the Governor of B said. Baluchistan is an enormous, 45 percent of Pakistan. Otherwise a targetted operation on their installations.. Even request US drones to keep Pak Army casualties. Furthermore, the Pakistan rangers need to be utilized for their purpose, i.e. man our borders. The smuggling of arms should be ensured. Security needs to be deployed to protect infrastructure eg roads, gwadar etc. And finally in the longer term, the area of Baluchistan needs to be utilised for its resources, and it needs to be populated. The levies should be paid by the provincial govt directly and formal hiring criteria should be followed. And of course, identify and block sources of funding. Withdraw all support from banned outfits, and hold colluders within intelligence and military accountable.

1. Sunni religious leaders need to clearly and unequivocally declare that killling shias is NOT allowed under Islamic law and that the killers will go to HELL, Not Heaven. Sunni religious leaders must also stop the false and negative propaganda about the beliefs and practices of Shia Muslims that currently goes unchecked in the country. 2. Laws need to be amended so that all legal loopholes are plugged and terrorists / murderers can be criminally prosecuted and given exemplary punishment. 3. There must be strict vetting & accountability of law enforcement personnel that are responsible for the area where such crimes occur. These people should be fired from their jobs after sectarian and terrorist incidences in their jurisdiction. 4. All sectarian organizations and activities must be banned in the country and any kind of hate speech or Fatwas by individual mullahs and muftis as to who is Muslim and who is Kafir must be banned and criminalized under the law. Only the Federal Shariat Court should have the authority to issue Fatwas and the general public must be educated that Fatwas in Islamic law are supposed to be NON-BINDING, even if issued by the Federal Shariat Court.

Marina: I have been very careful when proposing this. I have mentioned that this has to be done under regulation from the army or the FC so there is a record of what is being given to whom. I have also mentioned this is a temporary solution until the government sorts out the police/judiciary & the rest. This will have to be disbanded later as there cant be armed groups in a state, that is correct. But this is something that can be put in place very quickly and there will be lots of volunteers. This will ensure that the community feels that something is being done by the government to take them onboard because at the moment the feeling is that there are elements in the government who have a soft corner for the murderers. But like I said long term solution is that tools of the state: the police, the judiciary, the prosecution needs to be sorted out for these things to stop across the country, not just Quetta. What was the saying by the mahatama...."an eye for an eye will leave the whole world blind". The Shias are historically and traditionally bound to their belief of standing up against injustice....the battle of Karbala was and is an example of this. However, violence is not the way. The courage, humility and the non-violent approach that the community and the women of the community have shown so far is really really praise worthy....it takes a lot of courage and wisdom to demonstrate the way they do....in a country where every crook and crony is just waiting to put oil on fire, they have shown resilience in their stance. I must say that all these things are nothing new and the people running the country are already aware of what needs doing. The problem is the willingness to do it. 1) The problem is multi-fold and so is the solution. The solution applies not only to Quetta but to all other cities of Pakistan including Lahore, Karachi, Islamabad & Peshawar. All needs doing is de-politicise the police. It is only the police that can ensure law & order within the borders in civilian areas. Move the appointment of the IG police away from the Cheif Minister in every province and make the police an independent authority that can take action against culprits without the fear of losing their jobs. The IG reporting to the CM is an old system in place in the days of the Raj because the Raj wanted control over the people. But as a free nation, we can make these amendments now. Problem is the political parties want control over the police and want the police to act as their personal servants and dont want the police to take independent action. Taking the example of the army, the army is a working, professional force because there is little or no intervention from outside the institution. The local knowledge that the pakistani police have, no other institution will have to deal with this situation. Making the police independent, & have an indpendent accountability authority to watch over the police. This will also deal with bogus recruitments in the police and ensure that the best talented people make it to the top heirarchy. e.g., a police commissioner is elected by the people in the USA. 2) Another problem is border control. Access to explosives and trainings needs to be cut for militants. If their logistic lines run across the border. We need border control. If another state is giving them with funds, weapons, money, explosives, communication, the Pakistani public need to be told who they are and what their motives are. This will get the local population on the state's side. This at the moment is not the case. 3) Have an independent judiciary. If the laws need to be changed so judges can take decisions quicker, then change the law. Or give powers to the judge so he can prosecute the case himself. That way the judge cant blame the prosecution or the police for lack of evidence. The full responsibility to deliver justice will lie with the Judge. 4) For judiciary to work, you need an efficient prosecution. This is again connected to having an effective police force who investigate the crime and gather evidence and arrest the right criminals so it makes prosecution easier, & send the criminals to jail. (Dont think a jail should be involved for this type of crime) 5) Stop lying to the people of Pakistan and they 'will eat grass' and stand with you in the toughest of times!

What ever it takes to stop this killing should be done as soon as possible. If Federal Govt / Provincial Govt/ and all security agencies are not part of the solution than they are part of the problem. May Allah be the Protector of those who are unable to protect themselves.

6) Until these initiatives are in place, provide weapons trainings to youths in the hazara community and develop a local force under regulation from the army or FC and have them gaurd their communities, schools & important sites. Again, this should be a temporary solution, and the force would have to disbanded once the permanent solution is in but since this is complete & utter failure of the state to protect its citizens, it calls for some different solutions. I also urge the readers not look at this as a sectarian conflict because its not. Its another in a series of isolated incidents that are being done to cause friction between communities. Please dont look at this issue without looking at or taking into consideration the following: - Regional situation? The war in a neighboring country that shares a border with Balauchistan and has presence of 40-50 countries' armies & their intelligence apparatus. Was there unrest in Baluchistan when Afghanistan was occupied by the USSR? - Iran-Pakistan gas pipeline. Where does it go through? Who wouldnt want it to go through? - Gawadar Port being handed over to China. Which countries should be worried about this? Always ask, who benefits from this? I agree with the arming solution as a temporary band-aid. Anyone against that idea, should consider how they would feel if they,or their loved ones, were mercilessly being slaughtered with absolutely no protection from the state and institutions. First of all there is need of honesty by media that should not remove comments having reason, logic and evidence. Editors of newspapers should take notice of comments. Further for sectarian hatred and killing the root causes should be addressed with having just repeat just solution. No media be used to relay contrary and suspicious material. All material should have credible evidence to that there should not have denial. Why is it so? I fully agree with Senator Mir Hasil Bizenjo that the performance of Intelligence and Security agencies is exponential against the Bloch freedom fighters from 2007-till now (mutilated bodies and forced disappearance) throughout Balochistan (47% of Pakistan). But the performance of same Intelligence and Security agencies is nil against the small group of Lashkar-e-Jangvi for the past 10 years in the small city of half Quetta (half Cantonment and other half Civilian population).
