KARACHI, July 11: The Sindh government has re-designated all incumbent district coordination officers and executive district officers (revenue) as commissioners and collectors/deputy commissioners for the transition period.

A notification issued on Monday with the approval of the competent authority says that in all five divisions — Karachi, Hyderabad, Larkana, Sukkur and Mirpurkhas — the DCOs posted at the divisional headquarters would now act as commissioners with immediate effect and until further orders.

Similarly, Revenue EDOs at the divisional headquarters would act as collectors/deputy commissioners.

Accordingly, Karachi DCO Muhammad Hussain Syed has been appointed Karachi commissioner, Aftab Ahmed Khatri Hyderabad commissioner, Inamullah Dharejo Sukkur commissioner, Abdul Aleem Lashari Larkana commissioner and Ghulam Hussain Memon Mirpurkhas commissioner.

Revenue EDO, Karachi, Gunver Leghari has been appointed deputy commissioner/collector of district West, Matanat Ali Khan collector/DC Central, Jamal Mustafa Qazi collector/DC South, Shaukat Jokhio collector/DC East while Qazi Jan Muhammad was appointed collector/DC Malir.

Asif Memon has been appointed Hyderabad DC, Asad Abro Larkana DC, Sumair Ahamd Sayed Sukkur DC and Bachal Rahophoto Mirpurkhas DC. The DCOS of rest of the districts would act as collectors/DCs.

Accordingly, the following have been appointed DCs in these districts: Ahmad Bux Khokhar in Sanghar, Muhammad Jaffar Abbasi in Thatta, Sajid Jamal Abro in Jacobabad, Zulfiqar Ali Shah in Nausheroferoze, Saeed Ahmad Mangjo in Shikarpur, Jamal Mustafa Syed in Shaheed Benazirabad, Muhammad Iqbal Memon in Dadu, Agha Wasif Abbas in Badin, Makhdoom Shakil-uz-Zaman in Tharparker/Mithi, Zahid Ali Abbasi in Ghotki, Samiuddin Siddiqui in Jamshoro, Saeed Jummani in Kashmore/Kandhkot, Abdul Majeed Pathan in Umerkot and Yasin Sher in Qamber/Shahdadkot DC.

The government also notified that all officers/employees of the town and taluqa administrations would continue working on the respective positions during the transition period.

Through another notification issued under Section 6 of the Sindh Land Revenue Act, 1967 as amended through Sindh Land Revenue (amendment) Ordinance 2011, the Sindh government has withdrawn a notification dated April 4, 2005 regarding creation of Tando Allahyar, Tando Muhammad Khan and Matiari districts and restored original revenue and judicial Hyderabad district as it stood on April 3, 2005.

Three committees formed

The government also constituted three committees with terms of reference to review local bodies, police and administrative affairs in addition to their logistic requirements and financial resources for the transition period.

The committee on local bodies would be headed by the services secretary and the local government secretary, special secretary of the finance department (budget), the additional law secretary and the additional services secretary would be its members.

The additional chief secretary (Home) would head the committee of police affairs and other members would be the services secretary, the Sindh police chief, the special secretary of the finance department (budget), the additional law secretary, Rural Development Secretary Abdul Malik Ghori, Secretary Yunus Daga and Additional Secretary Home (administration) Riazuddin.

The committee on services and general administration would be headed by the services secretary while members are the member land utilization board of revenue, the special secretary finance (budget), the Karachi commissioner, Population Welfare Secretary Syed Mumtaz Ali Shah, Information Technology Secretary Muhammad Saleh Farooqui, Badin DC Agha Wasif Abbas and the additional law secretary.
