ISLAMABAD: A Constitution (Fifth Amendment) Bill introduced in the National Assembly today [Sept 1] provides that after the first general election to the National Assembly under the present Constitution a person shall not be appointed to be the Governor of a province of which he is a permanent resident.
The Bill introduced by the Law and Parliamentary Affairs Minister … also provides for the establishment of separate High Courts for Baluchistan and Sind in place of the common High Court of the two provinces. … [The Bill] also provides that Chief Justice of the Supreme Court and the Chief Justice of a High Court should have a fixed term of five years and four years respectively… .
