The long-awaited agreement ... will become effective only after the conclusion of inter-German negotiations on application methods. ... The ceremony was postponed yesterday because the East and West German translation teams were unable to agree on the wording of the document forming the basis for the coming inter-German negotiations. During his stay in Moscow... the Foreign Secretary will meet the Soviet Foreign Minister, Mr Gromyko, and other Soviet leaders and hold important discussions on bilateral relations.... According to official sources here, the Foreign Secretary is visiting the Soviet Union in response to an official invitation....
